AN ACT relating to vehicles; authorizing the registration of certain 
business, commercial and farm use trailers for as long as 
the trailer is owned by the person who obtained the 
registration; providing for a one-time imposition of a flat 
governmental services tax on certain business, 
commercial and farm use trailers that are registered in this 
manner; and providing other matters properly relating 
thereto. 
Legislative Counsel’s Digest: 
 Existing law requires the owner of a trailer that is to be operated on the 1 
highways of this State to register the trailer for a period of either 1 year or 3 years 2 
with the Department of Motor Vehicles and pay to the Department certain fees and 3 
a governmental services tax, the amount of which is based on the value of the 4 
trailer. (NRS 371.030, 371.040, 482.205, 482.206, 482.2065) Alternatively, 5 
existing law authorizes the owners of certain commercial full trailers and 6 
semitrailers to obtain a permanent registration for the trailer by paying a flat 7 
registration fee of $24 and a governmental services tax in the amount of $86 for a 8 
nontransferable registration that remains valid for as long as the person owns the 9 
trailer or until the person cancels the registration of the trailer and surrenders the 10 
license plates to the Department. (NRS 371.040, 482.206, 482.260, 482.483) 11 
 Section 8 of this bill expands the types of trailers that are eligible for the 12 
permanent registration option to include any trailer or semitrailer used for business, 13 
commercial or farm purposes, other than a recreational vehicle or travel trailer. 14 
Section 8 provides that a trailer or semitrailer may be registered in this manner 15 
whether or not it is part of a fleet. Sections 1-7 and 9 of this bill, in conformity 16 
with the change made by section 8, replaces the term “full trailer” with “trailer” in 17 
existing provisions which reference the permanent registration of trailers. Section 18 
10 of this bill repeals the definition of “full trailer” for the purposes of provisions 19

governing motor vehicle registration to reflect that this term is no longer used in 20 
any applicable provision of existing law. 21 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  NRS 482.206 is hereby amended to read as follows: 1 
 482.206 1.  Except as otherwise provided in this section and 2 
NRS 482.2065 and 482.2085, every motor vehicle, except for a 3 
motor vehicle that is required to be registered through the Motor 4 
Carrier Division of the Department, and except for a [full] trailer or 5 
semitrailer that is registered pursuant to subsection 3 of NRS 6 
482.483 or a moped registered pursuant to NRS 482.2155, must be 7 
registered for a period of 12 consecutive months beginning the day 8 
after the first registration by the owner in this State. 9 
 2.  Except as otherwise provided in subsections 7 and 8 and 10 
NRS 482.2065, every vehicle registered by an agent of the 11 
Department or a registered dealer must be registered for 12 12 
consecutive months beginning the first day of the month after the 13 
first registration by the owner in this State. 14 
 3.  Except as otherwise provided in subsection 7 and NRS 15 
482.2065 and 482.2085, a motor vehicle which must be registered 16 
through the Motor Carrier Division of the Department, including, 17 
without limitation: 18 
 (a) Pursuant to the provisions of NRS 706.801 to 706.861, 19 
inclusive; or 20 
 (b) As a commercial motor vehicle which has a declared gross 21 
weight in excess of 10,000 pounds,  22 
 must be registered for a period of 12 consecutive months 23 
beginning on the date established by the Department by regulation.  24 
 4.  Upon the application of the owner of a fleet of vehicles 25 
which are not required to be registered through the Motor Carrier 26 
Division of the Department, the Director may permit the owner to 27 
register the fleet on the basis of a calendar year. 28 
 5.  Except as otherwise provided in subsections 3, 6, 7 and 8, 29 
when the registration of any vehicle is transferred pursuant to NRS 30 
482.399, the expiration date of each regular license plate, special 31 
license plate or substitute decal must, at the time of the transfer of 32 
registration, be advanced for a period of 12 consecutive months 33 
beginning: 34 
 (a) The first day of the month after the transfer, if the vehicle is 35 
transferred by an agent of the Department; or 36 
 (b) The day after the transfer in all other cases, 37 
 and a credit on the portion of the fee for registration and the 38 
governmental services tax attributable to the remainder of the 39

current period of registration must be allowed pursuant to the 1 
applicable provisions of NRS 482.399. 2 
 6.  When the registration of any trailer that is registered for a 3-3 
year period pursuant to NRS 482.2065 is transferred pursuant to 4 
NRS 482.399, the expiration date of each license plate or substitute 5 
decal must, at the time of the transfer of the registration, be 6 
advanced, if applicable pursuant to NRS 482.2065, for a period of 3 7 
consecutive years beginning: 8 
 (a) The first day of the month after the transfer, if the trailer is 9 
transferred by an agent of the Department; or 10 
 (b) The day after the transfer in all other cases, 11 
 and a credit on the portion of the fee for registration and  12 
the governmental services tax attributable to the remainder of the 13 
current period of registration must be allowed pursuant to the 14 
applicable provisions of NRS 482.399. 15 
 7. A [full] trailer or semitrailer that is registered pursuant to 16 
subsection 3 of NRS 482.483 is registered until the date on which 17 
the owner of the [full] trailer or semitrailer: 18 
 (a) Transfers the ownership of the [full] trailer or semitrailer; or 19 
 (b) Cancels the registration of the [full] trailer or semitrailer and 20 
surrenders the license plates to the Department. 21 
 8. A moped that is registered pursuant to NRS 482.2155 is 22 
registered until the date on which the owner of the moped: 23 
 (a) Transfers the ownership of the moped; or 24 
 (b) Cancels the registration of the moped and surrenders the 25 
license plate to the Department. 26 
 Sec. 2.  NRS 482.2065 is hereby amended to read as follows: 27 
 482.2065 1.  A trailer may be registered for a 3-year period as 28 
provided in this section. 29 
 2.  A person who registers a trailer for a 3-year period must pay 30 
upon registration all fees and taxes that would be due during the 3-31 
year period if he or she registered the trailer for 1 year and renewed 32 
that registration for 2 consecutive years immediately thereafter, 33 
including, without limitation: 34 
 (a) Registration fees pursuant to NRS 482.480 and 482.483. 35 
 (b) A fee for each license plate issued pursuant to NRS 482.268. 36 
 (c) Fees for the initial issuance and renewal of a special license 37 
plate pursuant to NRS 482.265, if applicable. 38 
 (d) Fees for the initial issuance and renewal of a personalized 39 
prestige license plate pursuant to NRS 482.367, if applicable. 40 
 (e) Additional fees for the initial issuance and renewal of a 41 
special license plate issued pursuant to NRS 482.3667 to 482.3823, 42 
inclusive, which are imposed to generate financial support for a 43 
particular cause or charitable organization, if applicable. 44

 (f) Governmental services taxes imposed pursuant to chapter 1 
371 of NRS, as provided in NRS 482.260. 2 
 (g) The applicable taxes imposed pursuant to chapters 372, 374, 3 
377 and 377A of NRS. 4 
 3.  As used in this section, the term “trailer” does not include a 5 
[full] trailer or semitrailer that is registered pursuant to subsection 3 6 
of NRS 482.483. 7 
 Sec. 3.  NRS 482.260 is hereby amended to read as follows: 8 
 482.260 1.  When registering a vehicle, the Department and 9 
its agents or a registered dealer shall: 10 
 (a) Collect the fees for license plates and registration as 11 
provided for in this chapter. 12 
 (b) Collect the governmental services tax on the vehicle, as 13 
agent for the State and for the county where the applicant intends to 14 
base the vehicle for the period of registration, unless the vehicle is 15 
deemed to have no base. 16 
 (c) Collect the applicable taxes imposed pursuant to chapters 17 
372, 374, 377 and 377A of NRS. 18 
 (d) Except as otherwise provided in NRS 482.2085, issue a 19 
certificate of registration. 20 
 (e) If the registration is performed by the Department, issue the 21 
regular license plate or plates. 22 
 (f) If the registration is performed by a registered dealer, provide 23 
information to the owner regarding the manner in which the regular 24 
license plate or plates will be made available to the owner. 25 
 2.  Upon proof of ownership satisfactory to the Director or as 26 
otherwise provided in NRS 482.2605, the Director shall cause to be 27 
issued a certificate of title as provided in this chapter. 28 
 3.  For the purposes of subsection 2, if a manufacturer described 29 
in paragraph (a) of subsection 2 of NRS 482.36349 operates one or 30 
more of its fully autonomous vehicles for the purpose of providing 31 
delivery services, the Director shall accept as proof of ownership the 32 
manufacturer’s certificate of origin or the manufacturer’s statement 33 
of origin issued for the fully autonomous vehicle. As used in this 34 
paragraph, “fully autonomous vehicle” has the meaning ascribed to 35 
it in NRS 482A.036. 36 
 4. Except as otherwise provided in NRS 371.070 and 37 
subsections 7, 8 and 9, every vehicle being registered for the first 38 
time in Nevada must be taxed for the purposes of the governmental 39 
services tax for a 12-month period. 40 
 5.  The Department shall deduct and withhold 2 percent of the 41 
taxes collected pursuant to paragraph (c) of subsection 1 and remit 42 
the remainder to the Department of Taxation. 43 
 6.  A registered dealer shall forward all fees and taxes collected 44 
for the registration of vehicles to the Department. 45

 7.  A trailer being registered pursuant to NRS 482.2065 must be 1 
taxed for the purposes of the governmental services tax for a 3-year 2 
period. 3 
 8. A [full] trailer or semitrailer being registered pursuant to 4 
subsection 3 of NRS 482.483 must be taxed for the purposes of the 5 
governmental services tax in the amount of $86. The governmental 6 
services tax paid pursuant to this subsection is nontransferable and 7 
nonrefundable. 8 
 9. A moped being registered pursuant to NRS 482.2155 must 9 
be taxed for the purposes of the governmental services tax for only 10 
the 12-month period following the registration. The governmental 11 
services tax paid pursuant to this subsection is nontransferable and 12 
nonrefundable. 13 
 Sec. 4.  NRS 482.274 is hereby amended to read as follows: 14 
 482.274 1.  The Director shall order the preparation of vehicle 15 
license plates for trailers in the same manner provided for motor 16 
vehicles in NRS 482.270, except that a vehicle license plate 17 
prepared for a [full] trailer or semitrailer that is registered pursuant 18 
to subsection 3 of NRS 482.483 is not required to have displayed 19 
upon it the month and year the registration expires. 20 
 2.  The Director shall order preparation of two sizes of vehicle 21 
license plates for trailers. The smaller plates may be used for trailers 22 
with a gross vehicle weight of less than 1,000 pounds. 23 
 3.  The Director shall determine the registration numbers 24 
assigned to trailers. 25 
 4.  Any license plates issued for a trailer before July 1, 1975, 26 
bearing a different designation from that provided for in this section 27 
[,] are valid during the period for which such plates were issued. 28 
 5. The Department shall not issue for a [full] trailer or 29 
semitrailer that is registered pursuant to subsection 3 of NRS 30 
482.483 a special license plate available pursuant to NRS 482.3667 31 
to 482.3823, inclusive. 32 
 Sec. 5.  NRS 482.3667 is hereby amended to read as follows: 33 
 482.3667 1.  The Department shall establish, design and 34 
otherwise prepare for issue personalized prestige license plates and 35 
shall establish all necessary procedures not inconsistent with this 36 
section for the application and issuance of such license plates. 37 
 2.  The Department shall issue personalized prestige license 38 
plates, upon payment of the prescribed fee, to any person who 39 
otherwise complies with the laws relating to the registration and 40 
licensing of motor vehicles or trailers for use on private passenger 41 
cars, motorcycles, trucks or trailers, except that such plates may not 42 
be issued for a [full] trailer or semitrailer that is registered pursuant 43 
to subsection 3 of NRS 482.483 or a moped registered pursuant to 44 
NRS 482.2155. 45

 3.  Except as otherwise provided in NRS 482.2065, 1 
personalized prestige license plates are valid for 12 months and are 2 
renewable upon expiration. 3 
 4. Except as otherwise provided in subsection 6, personalized 4 
prestige license plates may be transferred from one vehicle or trailer 5 
to another if the transfer and registration fees are paid as set out in 6 
this chapter. 7 
 5.  In case of any conflict, the person who first made 8 
application for personalized prestige license plates and has 9 
continuously renewed them by payment of the required fee has 10 
priority. 11 
 6.  The Department may limit by regulation the number of 12 
letters and numbers used, prohibit the use of inappropriate letters or 13 
combinations of letters and numbers and prohibit the transfer of 14 
personalized prestige license plates from one vehicle or trailer to 15 
another if such a transfer would result in an inappropriate use of 16 
letters or combination of letters and numbers. 17 
 7.  The Department shall not assign to any person not holding 18 
the relevant office any letters and numbers denoting that the holder 19 
holds a public office. 20 
 Sec. 6.  NRS 482.375 is hereby amended to read as follows: 21 
 482.375 1.  An owner of a motor vehicle who is a resident of 22 
the State of Nevada and who holds an unrevoked and unexpired 23 
official amateur radio station license issued by the Federal 24 
Communications Commission, upon application accompanied by 25 
proof of ownership of that license, complying with the state motor 26 
vehicle laws relating to registration and licensing of motor vehicles, 27 
and upon the payment of the regular license fee for plates as 28 
prescribed by law, and the payment of an additional fee of $35, must 29 
be issued a license plate or plates, upon which in lieu of the numbers 30 
as prescribed by law must be inscribed the words “RADIO 31 
AMATEUR” and the official amateur radio call letters of the 32 
applicant as assigned by the Federal Communications Commission. 33 
The annual fee for a renewal sticker is $10 unless waived by the 34 
Department pursuant to subsection 2. The plate or plates may be 35 
used only on a private passenger car, trailer or travel trailer or on a 36 
noncommercial truck, except that such plates may not be used on a 37 
[full] trailer or semitrailer that is registered pursuant to subsection 3 38 
of NRS 482.483. 39 
 2.  The Department may waive the annual fee for a renewal 40 
sticker if the applicant for renewal: 41 
 (a) Has submitted to the Department a statement under penalty 42 
of perjury that the applicant is the holder of an unrevoked and 43 
unexpired official amateur radio station license as required pursuant 44

to subsection 1 and will assist in communications during local, state 1 
and federal emergencies; and 2 
 (b) Satisfies any other requirements established by the 3 
Department by regulation for such a waiver. 4 
 3.  The cost of the die and modifications necessary for the 5 
issuance of a license plate pursuant to this section must be paid from 6 
private sources without any expense to the State of Nevada. 7 
 4.  The Department may adopt regulations: 8 
 (a) To ensure compliance with all state license laws relating to 9 
the use and operation of a motor vehicle before issuance of the 10 
plates in lieu of the regular Nevada license plate or plates. 11 
 (b) Setting forth the requirements and procedure for obtaining a 12 
waiver of the annual fee for a renewal sticker except that an 13 
applicant for the waiver must not be required to submit to the 14 
Department the statement required pursuant to paragraph (a) of 15 
subsection 2 more than once. 16 
 5.  All applications for the plates authorized by this section 17 
must be made to the Department. 18 
 6.  If, during a registration period, the holder of license plates 19 
issued pursuant to this section is no longer eligible to hold the 20 
license plates pursuant to subsection 1, he or she shall surrender any 21 
of those license plates in his or her possession to the Department 22 
and is entitled to receive regular Nevada license plates. 23 
 Sec. 7.  NRS 482.3824 is hereby amended to read as follows: 24 
 482.3824 1.  Except as otherwise provided in NRS 25 
482.38279, with respect to any special license plate that is issued 26 
pursuant to NRS 482.3667 to 482.3823, inclusive, and for which 27 
additional fees are imposed for the issuance of the special license 28 
plate to generate financial support for a charitable organization: 29 
 (a) The Director shall, at the request of the charitable 30 
organization that is benefited by the particular special license plate: 31 
  (1) Order the design and preparation of souvenir license 32 
plates, the design of which must be substantially similar to the 33 
particular special license plate; and 34 
  (2) Issue such souvenir license plates, for a fee established 35 
pursuant to NRS 482.3825, only to the charitable organization that 36 
is benefited by the particular special license plate. The charitable 37 
organization may resell such souvenir license plates at a price 38 
determined by the charitable organization. 39 
 (b) The Department may, except as otherwise provided in this 40 
paragraph and after the particular special license plate is approved 41 
for issuance, issue the special license plate for a trailer, motorcycle 42 
or other type of vehicle that is not a passenger car or light 43 
commercial vehicle, excluding vehicles required to be registered 44 
with the Department pursuant to NRS 706.801 to 706.861, 45

inclusive, [full] trailers or semitrailers registered pursuant to 1 
subsection 3 of NRS 482.483 and mopeds registered pursuant  2 
to NRS 482.2155, upon application by a person who is entitled to 3 
license plates pursuant to NRS 482.265 or 482.272 and who 4 
otherwise complies with the requirements for registration and 5 
licensing pursuant to this chapter or chapter 486 of NRS. The 6 
Department may not issue a special license plate for such other 7 
types of vehicles if the Department determines that the design or 8 
manufacture of the plate for those other types of vehicles would not 9 
be feasible. In addition, if the Department incurs additional costs to 10 
manufacture a special license plate for such other types of vehicles, 11 
including, without limitation, costs associated with the purchase, 12 
manufacture or modification of dies or other equipment necessary to 13 
manufacture the special license plate for such other types of 14 
vehicles, those additional costs must be paid from private sources 15 
without any expense to the State of Nevada. 16 
 2.  If, as authorized pursuant to paragraph (b) of subsection 1, 17 
the Department issues a special license plate for a trailer, motorcycle 18 
or other type of vehicle that is not a passenger car or light 19 
commercial vehicle, the Department shall charge and collect for the 20 
issuance and renewal of such a plate the same fees that the 21 
Department would charge and collect if the other type of vehicle 22 
was a passenger car or light commercial vehicle. As used in this 23 
subsection, “fees” does not include any applicable registration or 24 
license fees or governmental services taxes. 25 
 3.  As used in this section: 26 
 (a) “Additional fees” has the meaning ascribed to it in  27 
NRS 482.38273. 28 
 (b) “Charitable organization” means a particular cause, charity 29 
or other entity that receives money from the imposition of additional 30 
fees in connection with the issuance of a special license plate 31 
pursuant to NRS 482.3667 to 482.3823, inclusive. The term 32 
includes: 33 
  (1) The successor, if any, of a charitable organization; and 34 
  (2) A charitable organization to which additional fees for 35 
special license plates are distributed pursuant to subparagraph (2) of 36 
paragraph (c) of subsection 5 of NRS 482.38279. 37 
 Sec. 8.  NRS 482.483 is hereby amended to read as follows: 38 
 482.483 In addition to any other applicable fee listed in NRS 39 
482.480, there must be paid to the Department: 40 
 1.  Except as otherwise provided in subsection 3, for every 41 
trailer or semitrailer having an unladen weight of 1,000 pounds or 42 
less, a flat registration fee of $12. 43

 2.  Except as otherwise provided in subsection 3, for every 1 
trailer having an unladen weight of more than 1,000 pounds, a flat 2 
registration fee of $24. 3 
 3. For any [full] trailer or semitrailer [,] used for business, 4 
commercial or farm purposes, other than a recreational vehicle or 5 
travel trailer, for a nontransferable registration that does not expire 6 
until the owner transfers the ownership of the [full] trailer or 7 
semitrailer, a flat nonrefundable registration fee of $24. If, pursuant 8 
to NRS 482.399, the owner of a [full] trailer or semitrailer that is 9 
registered pursuant to this section cancels the registration and 10 
surrenders the license plates to the Department, no portion of the flat 11 
registration fee will be refunded or credited to the owner. A trailer 12 
or semitrailer may be registered pursuant to this subsection 13 
whether or not it is part of a fleet. 14 
 Sec. 9.  NRS 371.040 is hereby amended to read as follows: 15 
 371.040 1.  Except as otherwise provided in subsections 2 and 16 
3, the annual amount of the basic governmental services tax 17 
throughout the State is 4 cents on each $1 of valuation of the vehicle 18 
as determined by the Department. 19 
 2. A [full] trailer or semitrailer registered pursuant to 20 
subsection 3 of NRS 482.483 is subject to the basic governmental 21 
services tax in the nonrefundable amount of $86 each time such a 22 
[full] trailer or semitrailer is registered pursuant to subsection 3 of 23 
NRS 482.483. 24 
 3.  The amount of the basic governmental services tax imposed 25 
on a moped registered pursuant to NRS 482.2155 is 4 cents on each 26 
$1 of valuation of the moped as determined by the Department at 27 
the time of registration. 28 
 Sec. 10.  NRS 482.0435 is hereby repealed. 29 
 
 
TEXT OF REPEALED SECTION 
 
 
 482.0435 “Full trailer” defined. “Full trailer” means any 
commercial vehicle without motive power supported by front and 
rear axles and pulled by a drawbar.
