AN ACT making an appropriation to the Department of Education 
for the creation of a grant program to allow certain 
teachers and specialized instructional support personnel to 
obtain certain supplies or materials for classrooms or 
school operations; and providing other matters properly 
relating thereto. 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  1. There is hereby appropriated from the State 1 
General Fund to the Department of Education the sum of 2 
$15,000,000 for the Other State Education Programs budget account 3 
for the purpose of creating a grant program to allow teachers and 4 
specialized instructional support personnel to obtain necessary 5 
supplies and materials for their classrooms or school operations, 6 
respectively. 7 
 2. Of the sum appropriated by subsection 1, the Department 8 
shall not expend more than $7,500,000 in Fiscal Year 2025-2026. 9 
 3. The Department shall enter into an agreement with one or 10 
more organizations to provide such organizations with a grant from 11 
the Department to administer a program whereby the organizations 12 
expend grant money to directly provide teachers and specialized 13

instructional support personnel with necessary supplies and 1 
materials for their classrooms or school operations, respectively, in 2 
response to a request from such persons. 3 
 4. Except as otherwise provided in this subsection, an 4 
agreement made pursuant to subsection 3 shall require that an 5 
organization that receives grant money expend not more than $500 6 
per individual teacher or specialized instructional support personnel 7 
following a request made pursuant to subsection 3. An individual 8 
teacher or specialized instructional support personnel may request 9 
the organization expend money in excess of $500 and, to the extent 10 
that money from a source other than the grant program established 11 
pursuant to this section is available, such a request may be fulfilled. 12 
 5. As used in this section, “specialized instructional support 13 
personnel” includes persons employed by a school to provide 14 
necessary services such as assessment, diagnosis, counseling, 15 
educational services, therapeutic services and related services, as 16 
defined in 20 U.S.C. § 1401(26), to pupils. Such persons employed 17 
by a school include, without limitation: 18 
 (a) A school counselor; 19 
 (b) A school psychologist; 20 
 (c) A school social worker; 21 
 (d) A school nurse; 22 
 (e) A speech-language pathologist; 23 
 (f) A school library media specialist; and 24 
 (g) Any other qualified professional. 25 
 Sec. 2.  Any remaining balance of the appropriation made by 26 
section 1 of this act must not be committed for expenditure after 27 
June 30, 2027, by the entity to which the appropriation is made or 28 
any entity to which money from the appropriation is granted or 29 
otherwise transferred in any manner, and any portion of the 30 
appropriated money remaining must not be spent for any purpose 31 
after September 17, 2027, by either the entity to which the money 32 
was appropriated or the entity to which the money was subsequently 33 
granted or transferred, and must be reverted to the State General 34 
Fund on or before September 17, 2027. 35 
 Sec. 3.  This act becomes effective upon passage and approval. 36
