AN ACT relating to days of observance; designating January 27 of 
each year as “International Holocaust Remembrance Day” 
in the State of Nevada; and providing other matters 
properly relating thereto. 
Legislative Counsel’s Digest: 
 Under existing law, certain days, weeks and months of observance are 1 
recognized in this State. (NRS 236.018-236.095) This bill designates January 27 of 2 
each year as “International Holocaust Remembrance Day” in the State of Nevada 3 
and requires the Governor to issue annually a proclamation encouraging the 4 
observance of this day. 5 
 
 
 WHEREAS, The Holocaust was the systematic, bureaucratic, 1 
state-sponsored persecution and murder of approximately 6,000,000 2 
Jewish persons and 5,000,000 other persons by the Nazi regime and 3 
its collaborators between 1933 and 1945; and 4 
 WHEREAS, Other horrific genocides have occurred throughout 5 
history in places such as Armenia, Cambodia, Darfur, Guatemala 6 
and Rwanda; and 7 
 WHEREAS, In 2005, the United Nations General Assembly 8 
designated January 27, which is the anniversary of the liberation of 9 
Auschwitz-Birkenau, as International Holocaust Remembrance Day 10 
to commemorate the victims of the Holocaust and to promote 11 
education about the Holocaust throughout the world; and 12 
 WHEREAS, A survey released in 2024 by the Governor’s 13 
Advisory Council on Education Relating to the Holocaust revealed a 14

significant lack of knowledge about the Holocaust and other 1 
genocides among Nevadans, particularly the younger generation; 2 
and 3 
 WHEREAS, Assembly Bill No. 231 was enacted during the 81st 4 
(2021) Session of the Nevada Legislature to direct efforts to 5 
improve the curricula of courses provided to pupils in Nevada about 6 
the Holocaust and other genocides as well as to increase the 7 
classroom resources and professional development courses available 8 
to educators on genocide education; and 9 
 WHEREAS, The annual observance of International Holocaust 10 
Remembrance Day in Nevada will preserve the memory of the 11 
victims of the Holocaust and other genocides and promote public 12 
knowledge of these atrocities as well as serve as a reminder for 13 
continued vigilance against hatred, persecution and tyranny to 14 
prevent their reoccurrence; now, therefore, 15 
 16 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 17 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 18 
 19 
 Section 1.  Chapter 236 of NRS is hereby amended by adding 20 
thereto a new section to read as follows: 21 
 1. January 27 of each year is designated as “International 22 
Holocaust Remembrance Day” in the State of Nevada. 23 
 2. The Governor shall issue annually a proclamation 24 
encouraging the observance of “International Holocaust 25 
Remembrance Day.” The proclamation must, without limitation, 26 
call upon the news media, state and local officers, public schools 27 
and other public and private entities to bring to the attention of the 28 
people in the State of Nevada information about the Holocaust 29 
and other genocides throughout history and the importance of 30 
remembering the victims of the Holocaust and other genocides. 31
