Allows reasonable rental fees to be charged by a retail pet shop for showcasing dogs, cats, or rabbits for adoption; adjusts the effectiveness of the prohibition of the sale of dogs, cats and rabbits from pet shops.
Allows livestock owners to purchase and possess rabies vaccine and to vaccinate their livestock against rabies during emergency rabies outbreak situations as determined by the commissioner of health; provides for the expiration and repeal of such provisions after two years; defines livestock for the purpose of this section.
Relates to the disposition of abused farm animals; provides that convicted individuals and those in their households or those who aided or abetted in the unlawful acts or should have known or knew of such acts may not be entitled to any monies generated from the sale of the farm animals which were the basis of such conviction.
Requires the court to require a mental health evaluation when a person is convicted of certain crimes pertaining to animal fighting and aggravated cruelty to animals; requires the convicted person to assume the costs of any evaluation and continued therapy; makes related provisions.
Increases the penalty for multiple convictions of torturing, killing or failing to provide sustenance to an animal to a felony, if convicted within five years from the date of a prior conviction.
Relates to requiring licensed slaughterhouses to have a closed circuit camera and television system in all areas with live animals; establishes a reporting requirement pursuant to inspections where a violation is found.
Relates to the proper venue for an impounding organization to file a petition for a security to be paid by the owner of a seized animal currently in the care of such organization.
