Directs the office of children and family services to establish a center for fatherhood initiatives to issue grants to any and all initiatives regarding the promotion and advancement of fatherhood, including but not limited to all marginalized fatherhood groups to help expand opportunities to improve parenting knowledge, attitudes, and self-efficacy.
Relates to the statewide presumptive eligibility standard; authorizes local social services districts to utilize child care block grant funds for the presumptive eligibility period.
Establishes the statewide childcare workforce living wage fund to improve workforce conditions for employees of childcare services and programs through grants for salary increases, workforce retention bonuses and recruitment bonuses, indirect costs associated with implementing salary increases and bonuses, costs associated with employee health and fringe benefits and provider pay in certain circumstances; makes an appropriation therefor.
Requires child day care centers, family day care homes, and any child day care provider notify the municipality in which they intend to operate of their intent to request such a license or registration provided such child day care center, family day care home, or child day care provider is located within a city with a population of one million or more.
Provides funds for day care services for the children of persons 24 and under to enable such persons to continue secondary and post-secondary education; provides criteria to be governed by standards established for economically and educationally disadvantaged students under special opportunity programs for state and city universities; appropriates $5,600,000 to the office of children and family services therefor.
Enacts the "Westchester county dual track demonstration program"; provides for establishing a demonstration program implementing a dual track child protective program in Westchester county; provides that such program shall be supervised by the office of children and family services; also provides for the appointment of an advisory council and for various evaluations of the program; requires reports thereon.
Exempts certain child day care grant awards such as child stabilization grants from taxation; allows child day care providers an extension of time of the original 90 day period to make necessary changes or accommodations to their facility to meet licensing requirements; grants the office of children and family services authority to grant additional extensions of time, if necessary.
Requires the office of children and family services implement a regional cost factor analysis for child care subsidies; requires social service districts implement such findings.
Relates to the establishment of a waiver for child care learning pods; provides that unlicensed and unregulated child care learning pods may operate if there are otherwise no violations of laws or codes, rules, and regulations of New York and such child care learning pod is compliant with the local laws, codes, rules, and regulations of such local municipality in which they are located and operated; provides for civil penalty for violations.
Relates to enacting the "safe landings for youth leaving foster care act" or "safe landings act", which provides protections for youth transitioning out of foster care who bring certain legal proceedings.
Directs the commissioner of the office of children and family services to establish a consumer directed childcare pilot program for eligible families, within amounts appropriated therefor, in up to five counties with populations between 160,000 and 300,000.
Removes certain requirements on what the office of children and family services can determine to be an appropriate staff/child ratios for family day care homes, group family day care homes, school age day care programs and day care centers.
