Establishes the youth in progress advisory board and regional teams for adolescents in foster care to provide mentorship of youths in foster care; requires reporting.

Exempts certain child day care facilities that serve only dependent children of military personnel and are located on certain federal property or certified by a branch of the U.S. Department of Defense or the U.S. Coast Guard from certain registration and licensing requirements for child care providers in this state.
Requires the court in proceedings in which an order of protection or temporary order of protection has been issued and a child is the protected party to notify such child's school of such order of protection or temporary order of protection on the same day of the issuance of such order of protection or temporary order of protection.
Directs the office of victim services, in consultation with the office for the prevention of domestic violence, to establish a statewide supervised visitation initiative including culturally sensitive services that provide language access for those who need it and that are affordable for those with limited means to pay; requires the submission of regular assessments and reports.
Relates to creating the Brooklyn health care commission which shall be charged with examining the system of general hospitals, nursing homes, ambulatory and primary care facilities, and medical school facilities in Kings county and recommending changes to that system.
