Authorizes the city of Yonkers to establish a separate fund into which revenue earmarked for the safe city streets, safe streets, safe schools program will be deposited.
Relates to enacting the "adjacent neighbors' bill of rights"; requires the department of buildings to develop a bulletin known as the "adjacent neighbors' bill of rights" advising homeowners who are adjacent to a property under development or construction of their rights and available resources and post such bulletin on the department's website.
Requires school crossing guards to be on each and every corner of every city block that contains a public or private high school during arrival and dismissal.
Relates to increasing fines for individuals who fail to comply with a stop work order; increases fines from $6,000 to $10,000 for initial violation and $12,000 to $20,000 for subsequent violations.
Enacts the "New York city small business rent stabilization act" instituting a commercial rent control system in the city of New York; creates the commercial rent guidelines board.
Requires the New York city water board to wait at least thirty days after adoption of the city budget before setting its annual fees, rates, rents or other charges for the use of the sewage system or water system, or both.
Relates to establishing commercial rent regulation; establishes a right to renew leases and authorizes the rent guidelines board to establish maximum rents.
Directs a study on the feasibility and impact of urban consolidation centers and facilities that combine multiple deliveries from different suppliers to a central location to be delivered inside the service area, and shared use locker technologies as final delivery locations.
Extends provisions reinstating prior approved work permits and waiving requirements as such provisions relate to rebuilding and repairing homes devastated by Hurricane Sandy in the city of New York.
