Allows New York City agencies to make procurements of goods, services and construction not exceeding one million five hundred thousand dollars from special veteran emerging business enterprises without a formal competitive process.

Deems the objects or purposes for which certain bonds were issued by the city of Buffalo as being for a police training center and shooting range located at 379 Paderewski Drive; authorizes the expenditure of the proceeds from such bonds for such objects or purposes.
