Relates to rechargeable battery recycling; adds a battery used as the principal electric power source for an electric scooter or bicycle with electric assist to the definition of "rechargeable battery"; provides that a battery manufacturer may not sell, offer for sale, or distribute rechargeable batteries in the state unless the battery manufacturer is implementing or participating under an approved plan; allows a city with a population of one million or more to enforce through its own agencies.
Prohibits conflicts of interest among board of elections employees; prevents a board of elections employee from remaining on the board of elections payroll while also a candidate for an office who has an election overseen by the board at which they are employed; allows for a member to remain on the board until 90 days before the general election if there is no primary for such office.
Relates to establishing the crime of larceny by cyber extortion which occurs when a person intends to obtain property from another person or entity located in the state of New York through the use of certain malicious software.
Relates to the carpet collection program; defines "carpet collection program" as a program financed and implemented by producers, either individually, or through a representative organization, that provides for, but is not limited to, the collection, transportation, reuse, recycling, proper end-of-life management, or an appropriate combination thereof, of discarded carpet; extends the deadlines of certain provisions of law; makes technical corrections.
Establishes the lesbian, gay, bisexual and transgender, and people living with HIV long-term care facility residents' bill of rights; prohibits a long-term care facility or facility staff from discriminating against any resident on the basis of such resident's actual or perceived sexual orientation, gender identity or expression, or HIV status.
Grants peace officer status to certain security officers employed by Rochester Regional Health or its subsidiaries, on or adjacent to the grounds, buildings or property owned, controlled, or administered by Rochester Regional Health.
Requires the commissioner of public health to post certain notices regarding food allergy awareness in the twelve most common non-English languages spoken by limited-English proficient individuals in the state.
Establishes a person is guilty of assault in the second degree when he or she intends to cause physical injury to an employee of New York state or any of its political subdivisions or of a public authority or a public benefit corporation while such employee is performing his or her duties.
Designates as peace officers certain employees of the Monroe county sheriff's office serving as court security deputies at Monroe county court facilities.
