Expands the definition of mental health care provider to include licensed mental health counselors and licensed marriage and family therapists, for purposes of certain sex offenses committed during a treatment session, consultation, interview, or examination.
Authorizes the use of closed-circuit television for vulnerable sexual assault witnesses; establishes a procedure for determining who qualifies as a vulnerable sexual assault witness.
Enacts "Francesco's law" which establishes that a person is guilty of failure to safely store rifles, shotguns, and firearms in the presence of a minor in the second degree if such improper storage leads to an individual under the age of 18 injuring themselves or another and in the first degree if such storage leads to an individual under the age of 18 killing themselves or another.
Prohibits the purchase of ammunition if such purchaser failed a background check, is prohibited by federal law or is subject to a temporary or extreme risk protection order issued pursuant to article sixty-three-A of the civil practice law and rules.
Prohibits the application of pesticides to certain local freshwater wetlands for local governments that have implemented a freshwater wetlands protection law; provides that any local law or ordinance adopted pursuant to this section shall take effect on the first day of January after it shall have been adopted.
Includes aggravated cemetery desecration in the second degree and aggravated cemetery desecration in the first degree as specified offenses for purposes of hate crimes.
Requires law enforcement agencies and political subdivisions to make publicly available any law enforcement collective bargaining agreement such agency or subdivision is subject to.
Establishes the bank of Rochester, including provisions related to definitions; sponsors and corporate structure; powers and restrictions; governance; charter requirements; financial and operations frameworks; transparency and financial reporting; insurance; deposits; policy mandates; ethics and financial disclosure; inconsistency with other laws; and owners not to be considered bank holding companies.
Prohibits third-party restaurant reservation services from arranging unauthorized restaurant reservations with food service establishments; establishes fines for violations of such prohibition.
Increases the fine on individuals who commit the crime of criminal contempt in the first degree to up to $150,000 if such crime was wilfully committed persistently and/or egregiously as determined by the court.
