Places restrictions on the transfer of funds from a candidate's political committee for a federal office to a candidate's political committee for a state, county or local office.
Requires electors to vote for the presidential and vice presidential candidate who were nominated by the political party that nominated the presidential elector.
Modifies the order in which candidates appear on the ballot; requires that offices shall be listed on the ballot in descending order based on the size of the electorate and requires certain federal offices to be listed before state, county or local offices.

Relates to the exercise of powers and duties of the board of elections of the city of New York and its executive management; provides for equal representation among certain employees of the board of elections; relates to qualification and removal of certain employees of the board of elections.
Prohibits pre-payment penalties for mortgages secured by real property owned in a cooperative form of ownership where over fifty percent of the units are shareholder occupied.
