Prohibits a court from bifurcating the primary elections for members of the state and county committees and assembly district leaders and associate district leaders and all other party positions to be elected and all nominations for public office required to be made at a primary election in such year, except presidential primaries.
Provides for the state board of elections to undertake a study of the feasibility for voting by mail, telephone and/or the internet; authorizes a pilot program for such voting during the study; requires a report to the governor and legislature.
Enacts the "election workers and polling places protection act" to protect poll watchers, election officials, voters and physical property being used as a polling place or by the board of elections.
Requires state and county boards of elections to post sample ballots online at least twelve days prior to the first day of early voting; requires such ballots to be posted in a searchable database.
Establishes a code of ethics for all board of election employees so that no employee of a board of election should have any interest, financial or otherwise, direct or indirect, or engage in any business or transaction or professional activity or incur any obligation of any nature, which is in substantial conflict with the proper discharge of his or her duties in the public interest.
Removes the requirement of a sworn statement administered by a notary public for purposes of petitions; requires the notary public to inquire whether the person is the same listed on the address.
Relates to requiring boards of elections to include the number of registration forms distributed to and returned by each agency assisting with voter registration in their annual reports; provides personally identifiable information about the registrants shall not be collected or included in the report.
Authorizes the state board of elections to reject the use of voting machines or systems on the grounds that such machines or systems are not proper, safe, or secure.
