Relates to providing increased and uniform training requirements including implicit bias, use of force, first aid and firearm training, and outreach for law enforcement; establishes law enforcement peer support through the office of mental health.
Establishes the New York state organized retail crime task force to provide the governor and the legislature with information on organized retail crime and various countermeasures to counter losses from such crime in the state.
Authorizes the use of an electronic signature by a person granted a power of attorney by a taxpayer with respect to documents submitted to the New York state department of taxation and finance and the New York city department of finance.
Requires local boards and the division of housing and community renewal to submit certain residential housing and zoning information to the department of state annually; requires such information to be published by the department of state on its website.
Relates to the authority of the commissioner of general services to lease public buildings; authorizes the commissioner of general services to promulgate any necessary rules and regulations.
Grants the legislature the authority to direct the attorney-general by concurrent resolution to inquire into matters concerning the public peace, public safety and public justice.
Requires legislators and candidates for members of the legislature to provide a link to their financial disclosure statements on their official state and campaign websites which shall direct website visitors to current and past financial disclosure forms that the legislator has submitted.
Relates to obligations with respect to contracts with business enterprises which employ individuals with disabilities; defines qualified business enterprise as any business concern which employs a workforce consisting of at least fifteen percent employees with disabilities and has been certified under this section; sets goal of five percent of state contracts going to qualified business enterprises; establishes an office of statewide advocate, certification process, and enforcement mechanism.
Relates to increased participation in state contracts and subcontracts by certified minority and women-owned business enterprises; requires quarterly reports from contracting agencies; addresses consequences if contracting agency fails to comply with reporting requirements; relates to certain performance and payment bond requirements.
Relates to establishing a voluntary waiver of the right to purchase firearms, rifles or shotguns; requires the division of state police to maintain statewide records of individuals who have waived the right to purchase firearms, rifles, or shotguns and any revocations of such waivers.
Authorizes the commission on ethics and lobbying in government to provide a training course concerning anti-sexual harassment training for lobbyists; requires lobbyists to complete the course annually.
