Prohibits any state agency or state authority from demanding any credit, recoupment, rate adjustment or any other payment from a design professional on the basis of such design professional having received forgiveness on a paycheck protection act loan.
Amends a chapter establishing a construction industry advisory council on public contracting reform, in relation to requiring a report to be submitted 365 days after the first meeting of the council and to the effectiveness thereof.
Waives the residency requirement for the Herkimer county commissioner of social services, provided that such person remains a resident of an adjoining county.
Establishes the climate relocation planning and preparation act to prepare state government and regional planning councils for the possibility of increased in-migration to New York state due to climate change.
Provides that NYSERDA shall establish a program to provide rebates or new lithium-ion batteries for powered mobility devices at reduced cost or no cost to certain individuals; sets standards for lithium-ion batteries provided pursuant to the program; requires NYSERDA to submit an annual report on such program.
Requires the state to pay for late fees or fines incurred by state employees when the legislature and the governor fail to pass a timely state budget and make a provision for state employees to be paid.
Requires the periodic inspection of commercial buildings where bicycles with electric assist are repaired, sold, rented, or stored for repair, sale, or rental; requires such inspection quarterly; requires the state fire prevention and building code council to establish a fee for such inspection; requires the inspection of such buildings following a fire-related emergency or other fire-related incident.
Relates to crimes against public trust by state officers; requires such state officers' salary to be suspended pending indictment for such crimes; and if convicted requires such state officers to pay back the portion of their salary beginning with the pay period immediately proceeding the date upon which the first convicted offense occurred.
