Requires home health care professionals to use the adverse childhood experience questionnaire in assessing the patient's health risks; makes Medicaid reimbursement of primary care providers contingent upon such use; requires the department of social services to report to the senate and assembly health committees.
Prohibits mandatory immunization against the coronavirus; prohibits requiring immunization for attendance at school or day care, transportation, travel, entering public buildings, employment, nursing home residency or receiving government services; provides that no proof of vaccine shall be required or used; prohibits incentive for administering or receiving vaccination.
Grants medical assistance eligibility for organ transplant expenses for residents of New York who are otherwise eligible for benefits except for their immigration status.
Establishes a community-based paramedicine demonstration program to operate with the flexibility authorized under Executive Order Number 4 of 2021, and in the same manner and capacity as currently approved for a period of two year.
Provides presumptive eligibility for medical assistance benefits for individuals released from correctional facilities for at least sixty days following release.
Directs the center for agricultural medicine and health to design and create silo safety warning placards and a silo safety advocacy program; creates a silo safety fund and state income tax gift option for funding of such placards and advocacy program.
Prohibits any cannabis related advertisements in establishments within a certain distance from schools; increases penalties for prohibited advertisement of tobacco and cannabis products; requires enforcement inspections.
Requires the Medicaid inspector general to comply with standards relating to the audit and review of medical assistance program funds; establishes procedures, practices and standards for the adjustment or recovery of a medical assistance payment from recipients; requires notice of certain investigations.
Authorizes the commissioner of health to withhold reimbursements from medical assistance programs to retail entities who decline to make available, dispense, distribute, or sell a product approved by the federal government which would block, prevent, or otherwise negate a pregnancy in any jurisdiction within and subject to such federal government.
Imposes a one year residency requirement for eligibility for medical assistance; authorizes the commissioner of health to promulgate any and all rules and regulations and take any other measures necessary to implement this act.
Includes fire districts within the definition of "municipal corporation" to include employees of fire districts within the health care and mental hygiene worker bonuses.
Requires a verification organization to declare each service or item to be verified or unverified within thirty days of receiving all required supporting documentation from a participating provider.
