Relates to reporting requirements of SUNY and CUNY; relates to financial information and identifying vendor information of each contract; relates to a list of all foundation and state university employees by campus, department and location including salaries, job titles and descriptions.
Makes tuition free for New York state residents at SUNY and CUNY schools and community colleges; requires state residency and employment for a period of five years after completion of academic program.
Allows pharmacies to store medication in automated dispensing machines if a contractual agreement is in place with a nursing home or healthcare facility at such facility for the residents.

Authorizes physicians licensed in another state or territory of the United States to practice time-limited follow-up care via telehealth in NYS pursuant to a reciprocal agreement; requires annual authorization.
Directs the commissioner of the office of children and family services, in consultation with the commissioner of education, to develop educational materials regarding resources and programs available to foster care youth who are preparing to attend or are attending institutions of higher education including information on funding opportunities that are available for such youth.
Establishes the mental health educational opportunity program and the mental health higher educational opportunity program to provide additional educational opportunities for students at certain universities and colleges in the state to enroll in academic programs that lead to a degree or degrees required for licensure in any of the mental health professions.
Establishes the practice of telepharmacy to allow for the practice of pharmacy provided by a pharmacist to one or more remote site pharmacies in which all sites are connected via computer link, video link and audio link, or other functionally equivalent telecommunications equipment.
Prohibits the use of SUNY dormitories for the purposes of providing permanent or temporary housing for migrant populations; requests the board of trustees adopt a policy stating such.
