Requires the office of mental health to convene statewide forums and listening sessions in areas with high rates of death by suicide, suicide attempts, or other risk factors associated with suicide, and high risk minority groups or special populations.
Requires the establishment of community housing waiting lists within the office of mental health service system; directs each provider of housing services in the office of mental health system to provide, on a monthly basis, the office of mental health with a list of each person referred to, admitted to, applying for, withdrawing an application for and denied admission to housing provided by such provider; requires the community-based agency performing assessments of persons with a documented mental illness to provide the office with the names of such who have been assessed and who meet the eligibility criteria for the array of funded and/or licensed housing programs; requires such office to publish such waiting lists on a monthly basis.
Establishes a moratorium on the placement of registered sex offenders by the office for people with developmental disabilities in residential placements for individuals with developmental disabilities; requires the office to study the dangers and effects of such placements and whether there are any other alternatives to such placements and to report to the governor and the legislature on its findings and recommendations.
Requires the office of mental health to establish a training program for the diagnosis and treatment of post-traumatic stress disorder for military veterans; the program shall include a component on military culture competency and shall be intended for the training of mental health providers and mental health clinicians; certification of the completion of the program may be provided to participants through the office.
Establishes the rural suicide prevention council to identify barriers to mental health and substance use treatment and prevention services and other policies, practices, resources, services, and potential legislation that aim to reduce death by suicide and suicide attempts and acknowledge the demographic and cultural differences in rural communities; makes related provisions.
Requires the office of mental health, office of addiction services and supports and the department of education to create a behavioral health website which shall provide information on various behavioral health issues such as depression, eating disorders, anxiety, schizophrenia, post-traumatic stress disorder and bipolar disorder.
Directs the commissioner of mental health to establish a maternal mental health workgroup to study and issue recommendations related to maternal mental health and perinatal and postpartum mood and anxiety disorders; identifies underrepresented and vulnerable populations and risk factors in the state for maternal mental health disorders that may occur during pregnancy and through the first postpartum year.
Provides an authorized police officer or peace officer the ability to request ambulance service for certain individuals who need emergency admission for immediate observation, care and treatment.
Establishes peer crisis diversion homes; requires the commissioner to establish or contract for no less than six peer crisis diversion homes within one year.
Establishes a support team assisted response pilot program in any city with a population of one million or more for the purpose of providing emergency response services for mental health, substance use and other non-criminal public health emergencies.
Imposes a surcharge on monthly phone bills to fund the costs associated with the administration, design, installation, construction, operation, and maintenance of a 9-8-8 suicide prevention and behavioral health crisis hotline in New York state; establishes the 9-8-8 suicide prevention and behavioral health crisis hotline trust fund.
