Enacts the health care worker peer support program.

Establishes a workgroup to conduct analysis on the ambulatory patient group rates and commercial insurance rates for behavioral health services.

Directs the commissioner of mental health to establish a maternal mental health workgroup to study and issue recommendations related to maternal mental health and perinatal and postpartum mood and anxiety disorders; identifies underrepresented and vulnerable populations and risk factors in the state for maternal mental health disorders that may occur during pregnancy and through the first postpartum year.

Relates to authorizing certain public officials and members of the clergy to visit sex offender civil confinement facilities.

Expands the definition of adult care facilities for the purposes of protection of people with special needs.

Imposes a duty to protect upon mental health practitioners; requires reasonable efforts to modify aspects of treatment in order to reduce or eliminate the risk of harm, initiating procedures for hospitalization, notifying the intended victim or victims, or notifying law enforcement officials when a person directly communicates a threat of serious, imminent harm to self or against a readily identifiable person or persons, and the threat includes both a serious intent to act and the ability to carry out the threat; does not require a mental health practitioner to take any action which, in the exercise of reasonable professional judgment, would endanger such mental health practitioner or increase the danger to a potential victim or victims.

Relates to the geriatric demonstration program to promote mental health and home care collaboration; authorizes the commissioner of mental health to identify barriers to participation in the program and make recommendations to address such barriers.

Enhances the assisted outpatient treatment program; eliminates the expiration and repeal of Kendra's Law.

Requires the office of mental health to identify information and training programs relating to the diagnosis and treatment of post-traumatic stress disorder for military veterans; requires the office of mental health to publish on their website information and links to the identified relevant training programs.

Establishes a task force to study aging in place in mental health housing; provides for the repeal of such task force upon expiration thereof.

Permits clinicians to be dually licensed under the office of mental health and the office of addiction services and supports.

Establishes a co-occurring disorders patient bill of rights to be implemented by various agencies; requires a five-year plan for implementing such bill of rights.

Provides for the certification of entities seeking to provide in-home based substance use disorder treatment services.

Requires the office of mental health to create a mental health evaluation form to determine whether arrested individuals have the proper mental capacity to make decisions regarding their arrest; requires arrested individuals to be given such mental health evaluation form; directs that if an individual fails such mental health evaluation, a representative will be appointed for such individual regarding arrest proceedings.

Allows direct descendants of a patient who has been deceased for a period of fifty years or longer to access such patient's clinical records.
