Establishes a developmental disability, mental health, and behavioral condition community stakeholder committee to examine effective evidence-based developmental, mental, and behavioral health screening methods for children in kindergarten through fifth grade.

Empowers the commissioner of education to declare a disaster has substantially impacted an annual meeting and election and to allow school boards to set an additional day for voting if less than eight percent of registered voters cast ballots as a direct consequence of a disaster.
Increases the threshold for applicability of wage payment protections for certain persons employed in a bona fide executive, administrative, or professional capacity, from $900 to $1,300 per week.
