Designates the bridge over the Southern State Parkway on Deer Park Avenue between Parkdale Drive and Sylvan Road in the town of Babylon, county of Suffolk, the "Trooper Gerard B. Kane and Trooper Arthur B. Reddy Memorial Bridge".
Adds Truesdale Drive, Nordica Drive, Cedar Lane, and Old Post Road South from Truesdale Drive to Morningside Drive to the Croton-on-Hudson residential parking system.
Directs the department of transportation to conduct a traffic and planning study on the feasibility of transforming the Harriman campus in connection with the relocation of the Wadsworth Laboratory at Harriman; directs a report on the findings of such study to be delivered within one year of effectiveness.
Increases the penalties for leaving the scene of an accident involving an electric scooter without reporting in the second degree and leaving the scene of an accident involving an electric scooter without reporting in the first degree.
Provides that any vehicle which: has been issued a permit pursuant to subdivision 15 of section 385 of the vehicle and traffic law; is transporting road salt; and does not have a gross vehicle weight rating in excess of one hundred seven thousand pounds, shall be authorized to operate on all public highways and bridges at any time between the months of October and April.
Requires that no person under four years of age shall be a passenger in a taxi or livery unless such person is restrained by a child restraint system; requires that no person four years of age or older but under age eight shall be a passenger in a taxi or livery unless such person is restrained in an appropriate child restraint system; establishes violations of such provisions shall be punished by a civil fine of up to fifty dollars.
Relates to pre-arranged for-hire vehicle transportation services and the maximization of universal design and accessibility by persons with disabilities.
Prohibits certain entities from engaging in the business of assisting for hire in securing motor vehicle registrations or, for compensation, giving instructions as to procuring motor vehicle registrations.
Establishes a distinctive "Pink Ribbon" license plate for which there is an additional annual service charge of $25; establishes the "breast cancer education and support fund"; provides for disbursement of monies in such fund for community-based breast cancer education and support programs.
Establishes a distinctive plate honoring recipients of the Girl Scout Gold Award for which the regular registration fee will apply plus an initial one time service charge of $25.
Establishes a distinctive "New York recycles" license plate, with the proceeds from the additional $25 annual service charge therefor to be deposited into the solid waste account of the environmental protection fund for municipal waste reduction or recycling projects.
Describes the role of the ignition interlock monitor as well as requirements of people charged with violations that require the installation of an ignition interlock device to comply with court orders.
