Authorizes the town of Yorktown, Westchester county, shall have the ability to install and operate photo speed violation monitoring systems within construction or maintenance work areas that fall within the border or jurisdiction of such municipality; makes related provisions.
Enacts the "New York State pedestrian right-of-way protection act" which makes it an unclassified misdemeanor to stop, stand or park a vehicle in a pedestrian right-of-way.
Authorizes political subdivisions to establish demonstration programs implementing railroad grade crossing monitoring systems by means of photo devices.
Provides for increased fines for overnight parking of tractor-trailer combinations, tractors, truck trailers and semi-trailers on residential streets in the city of New York.
Requires passenger cabs be inspected for unsafe carbon monoxide levels; requires information on the warning signs of carbon monoxide poisoning to be distributed with each operator's license, whether issued or renewed.
Requires proof of at least six hours of driving experience under a certified instructor prior to issuance of licenses for certain drivers and motorcyclists.
Allows current, active and retired military service members and reserve units of the state to qualify for distinctive license plates; allows the spouse to also qualify for such distinctive plates.
Allows severely disabled individuals to apply for renewal of a parking permit for a handicapped person without providing an updated certification or additional medical documents.
