Enacts the "schools impacted by gross highways (SIGH) act"; prohibits the commissioner of education from approving the plans for the erection of any new schoolhouse within five hundred feet of a controlled-access highway unless the commissioner of education determines that space limitations are so severe that there is no other site to erect such new schoolhouse, and there are adequate engineering controls to address air quality; makes related provisions.
Imposes certain restrictions on catalytic converters; requires all vehicle catalytic converters to be indelibly marked or engraved with a readily observable unique serial number; provides a reduction in premium charges for certain motor vehicle liability, comprehensive and collision insurance rates with respect to automobiles equipped with a catalytic converter which contains such unique marking or engraving.
Increases the penalties for leaving the scene of an accident involving an electric scooter without reporting in the second degree and leaving the scene of an accident involving an electric scooter without reporting in the first degree; provides increased penalties for leaving the scene of an accident involving a wheeled non-motorized means of conveyance without reporting in the first and second degrees when the vehicle involved is a bicycle with an electric assist system.
Requires the department of transportation to submit annual reporting to the minority leader of the senate, the minority leader of the assembly, the ranking minority member of the senate transportation committee, the ranking minority member of the assembly transportation committee, the ranking minority member of the senate finance committee, and the ranking minority member of the assembly ways and means committee.
Permits the retention of electronic dealer records provided that such records can be accessed and provided to a requestor during reasonable business hours.
Authorizes and directs the commissioner of transportation to conduct a study on the feasibility of removing all existing 3-cable guide rails on New York roadways and replacing such guide rails with safer alternatives; requires a report to be submitted to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate, and the minority leader of the assembly containing the findings and recommendations for legislative or other actions.
Requires the department of motor vehicles compile a list of veterans who apply for a veteran driver's license and provide such list to the department of veterans' services to aid in outreach efforts by the department of veterans' services.
Requires the department of transportation to develop an updated New York state bicycle and pedestrian plan adapted from the department's nineteen hundred ninety-seven New York state bicycle and pedestrian plan, to be re-evaluated and updated every five years.
