Requires all vehicles that are capable of traveling over twenty-five miles per hour to be registered and licensed with the department of motor vehicles.
Includes in facilitating aggravated unlicensed operation of a motor vehicle consenting to the operation of a motor vehicle by a person who is less than eighteen years of age who has never had a license or the privilege of operating such motor vehicle in this state and the vehicle is operated upon a public highway by such person resulting in physical injury to another person.
Designates the Tuckahoe Road overpass above the Sprain Brook Parkway in the city of Yonkers, county of Westchester as the "Detective Sergeant Frank Gualdino Memorial Bridge".
Establishes new classes of vehicle driver's licenses for low velocity electric vehicles; establishes a low velocity electric vehicle operator's safety manual, test requirement, purchase requirements and registration requirement; relates to requiring instruction in low velocity electric vehicles safety as part of the drivers pre-licensing course; requires liability insurance for low velocity electric vehicles in cities having a population of one million or more.
Creates a series of distinctive license plates for law enforcement officers who were wounded in the line of duty or the spouse of such, which shall bear the words "Wounded in the Line of Duty"; includes the New York state sheriff's association, New York state association of chiefs of police, police benevolent association of the New York state troopers, the New York state police benevolent association, and the New York city police benevolent association; provides that proceeds from the service charge shall be used for a fund to assist wounded/fallen officers and their families.
Requires inclusion of complete street design for state and local transportation projects undertaken by DOT or which receive both federal and state funding and are subject to DOT oversight.
Exempts horse-drawn carriages or carts from the ban on night riding if they display at least two lighted lamps on the front of the vehicle, one on each side, having light sources of equal power and visible from the front for a distance of at least three hundred fifty feet; at least one lighted lamp on the rear, located between the center and the left side of the vehicle, which shall display a red or amber fixed or flashing light visible from a distance of at least five hundred feet; and reflective material upon the shafts of the vehicle or other parts thereof which shall normally parallel the body, head or legs of the horse pulling such vehicle.
Provides that no person operating or controlling any Class I railroad or Class II railroad shall allow the operation of any railroad train or locomotive for the movement of hazardous materials unless such railroad train or locomotive has a crew of not less than two individuals.
