Exempts from the tax on retail sales the portion of a receipt from the purchase of a motor vehicle which is reduced due to a customer rebate or customer discount provided by a manufacturer to the purchaser, that is applied against the amount due under the sales agreement.
Relates to the budget; requires the director of the budget's office, with input from the secretary of state's office, to produce an annual citizens' guide to the state budget revenue and expenditures.

Establishes the mandatory reporting of child abuse and maltreatment task force to examine, evaluate, and make recommendations concerning the child welfare system and the mandatory reporting of child abuse and maltreatment; requires the task force to submit a report to the legislature; sets forth the duties of the members of the task force.
Requires nonpublic schools provide and maintain on-site automatic external defibrillator (AED) equipment on school grounds and assure that AED equipment is available for off-site curricular events, extracurricular events or school-sponsored athletic events.
Directs the commissioner of health to establish a cannabis awareness program for youths age eighteen and younger designed to educate about the effects and risks associated with cannabis use, including that it is illegal for persons under the age of twenty-one.
Relates to enacting the "safe landings for youth leaving foster care act" or "safe landings act", which provides protections for youth transitioning out of foster care who bring certain legal proceedings.
Exempts credit card debt from the definition of medical debt unless the credit card is issued under an open-ended or closed-ended plan offered specifically for the payment of health care services, products, or devices provided to a person.
Prohibits persons affiliated with terror organizations from being appointed to permanent, temporary or provisional positions in the state civil service system.
