Establishes a voluntary registry of individuals with autism, Alzheimer's or dementia who may be at risk of wandering away from home; creates a standardized form available that may be submitted to local law enforcement agencies by family members and caregivers of such individuals that would include identifying information and may include a photograph of the registrant.
Prohibits falsely reporting an incident and/or making a terroristic threat which include claims of a deadly weapon or dangerous instrument being involved or which threaten a school or place of worship.
Relates to unlawful dealing in real property, when a person uses material governmental information, which he or she knows or has reason to know is non-public, to purchase or sell real property; makes such offense a class A misdemeanor.
Designates, as peace officers, public safety officers of the Chautauqua Institution within the grounds of and properties owned by the Chautauqua Institution.
Extends the statute of limitations of actions related to certain sex trafficking offenses, reviving such actions otherwise barred by the existing statute of limitations; grants trial preference to such actions; exempts such actions from certain provisions requiring notice of claims.
Directs the division of criminal justice services to develop a human trafficking interceptors program including issuing appropriate guidelines; provides such division may adopt, amend or rescind any rules and regulations as may be necessary or convenient to the operation of the program.
Enacts into law components of legislation relating to certain criminal justice reform in the state of New York; establishes law enforcement officer grant funds (Part A); provides judges more discretion regarding securing orders and limiting the lengths of certain orders (Part B); requires affirmative consent for the disclosure of contact information of witnesses to a defendant; provides that denial of such consent shall only be for good cause as determined by the court (Part C); relates to consideration of the death penalty for the commission of certain provisions of murder in the first degree (Part D).
Enacts "Ildefonso Romero's law" to establish the felony offense of aggravated assault for the causation of serious physical injury to or death of, as the case may be, any person, with intent to cause physical injury to such person or a third person.
Requires the state's model law enforcement use of force policy to conform to the United Nations basic principles on the use of force and firearms by law enforcement officials and the United Nations code of conduct for law enforcement officials.
