Relates to establishing restrictions on the sale of over-the-counter diet pills and dietary supplements for weight loss or muscle building; prohibits the sale of over-the-counter diet pills or dietary supplements for weight loss or muscle building to people under 18; exempts certain protein powders, protein drinks and foods.
Relates to the eligibility criteria for a license to barber; includes non-violent felonies as a criminal conviction that the secretary of state shall not automatically disqualify an applicant over.

Requires the secretary of state to promulgate rules and regulations requiring that education and testing for cosmetologists or natural hair stylists include education and testing regarding the provision of services to individuals with all hair types and textures, including, but not limited to, various curl or wave patterns, hair strand thicknesses, and volumes of hair.
