Authorizes the commissioner of parks, recreation and historic preservation to issue rules, regulations and programs necessary to allow the presence and behavior of dogs conducive to the characteristics of each state park; requires the installation of dog waste stations; requires dogs to be under the direct supervision and control at all times by the owner or custodian of such dogs; makes related provisions.
Enacts the New York civil rights cold case records collection act; directs the state archivist to create a civil rights cold case records collection; creates the civil rights cold case records review board which shall assist the archivist in the collection of civil rights cold case records.
Provides free use of the public campsites, parks and other public places of recreation in this state for members or citizens of state or federally recognized Native American nations.
Establishes a blue ribbon commission on fair competition in the outdoor recreation industry to examine, evaluate and make recommendations regarding methods to promote fair competition in the outdoor recreation industry; provides such commission shall consist of eleven appointed members; requires a report to the governor and legislature on or before December 31, 2024.
Creates the "Checkout NY" pass, a comprehensive pass that allows for free or discounted use of state parks, historic sites and recreational facilities; provides one such pass to each consolidated, federated and cooperative public library system within the state free of charge for circulation.

Allows for individuals with a mental disability who receive or are eligible to receive services for such disability to use any of the public campsites, parks and other public places of recreation in the state without the payment of any fees or other charges.
Requires the council on the arts to have members from each of the ten regions of the state; allows members appointed prior to the effective date to complete the natural end of their term before appointments shall be made in accordance with such requirement.
Relates to establishing the Women's rights history trail; includes in such trail a series of properties and sites linked by geographic proximity and association with women's rights for the purpose of promoting education and awareness.
Provides that veterans who hold either a federal Golden Access Passport or a federal Access Pass issued upon a determination of a permanent disability shall be granted use of public campsites, parks and other public places of recreation free of charge.
Relates to annual vehicular access for active duty service members; requires annual passes be issued to active duty service members and their immediate families at state parks or recreational facilities upon presentation of a military identification card.
