Requires the council on the arts to have members from each of the ten regions of the state; allows members appointed prior to the effective date to complete the natural end of their term before appointments shall be made in accordance with such requirement.
Prohibits ticket sales that exceed the capacity of a place of entertainment; requires original sellers of tickets to be licensed by the secretary of state; exempts ticket sales by governmental or not-for-profit organizations.

Requires leases, licenses and management agreements entered into by the office of parks, recreation and historic preservation relating to the use or management of state parks and historic sites, having a term of more than 1 year, to comply with the recommendations of the management or master plan of the state park or historic site to which the lease, license or management plan relates.
Requires the natural heritage trust to invest in funds pursuant to the prudent investor act; requires such trust's annual report to be submitted to the chairperson of the senate cultural affairs, tourism, parks and recreation committee and the chairperson of the assembly tourism, parks, arts and sports development committee.
Requires the commissioner of parks, recreation and historic preservation to acquire the mineral interests under all land acquired or received by the state for the office of parks, recreation and historic preservation, unless the commissioner of parks, recreation and historic preservation finds that the land is of great significance and importance to the state.
