Requires at-large electors to vote for the presidential and vice presidential candidate who received the highest number of votes in the state; requires congressional electors to vote for the presidential and vice presidential candidates who received the highest number of votes in each congressional district; removes and replaces electors who fail to vote in such manner.
Relates to requiring elected officials for certain elected offices to post certain information regarding contributions on such candidate's campaign website; requires the listing of donor names, and the amount of donor contributions of each donor for every contribution in excess of two hundred fifty dollars.
Relates to annual reports of the boards of elections; requires such reports be made available on the boards' websites; requires that the reports include specific performance metrics.
Relates to the term paper ballot; provides that voters will be informed that if they have moved from the address where they were last registered, they must either notify the board of elections of their new address or vote by affidavit ballot at the polling place for their new address even if such voters have not re-registered.
Enacts the "Count Every Vote Act of New York" which amends the procedure for the recanvass of votes in election districts; defines margin of victory for the purpose of triggering a hand recount of ballots.
Enacts the "student voter empowerment act"; requires each institution of the state university of New York and the city university of New York to designate a staff member to act as a student voting coordinator; requires such coordinator to develop and implement a student voting action plan to increase student voter registration and voting and democratic participation among students.
Regulates political contribution activities by intermediaries; requires that when contributions made by an intermediary to a candidate or a committee are over $1,000, the name, occupation and address of each contributor shall be disclosed.
