Provides for the use of voting systems by towns, villages, school districts, fire, ambulance, water, sanitation, police and other special districts within a county.
Makes it unlawful for a vendor to make, either directly or indirectly, any contribution to a statewide elected official, a candidate for a statewide elected office, or their authorized political committee, during a certain restricted period; requires a candidate, officeholder, or political committee that receives such contributions to return or refund the contributions forthwith; requires procurement contracts to contain a statement that the vendor awarded the contract has not made any such contributions.
Makes amendments to the John R. Lewis Voting Rights Act of New York regarding definition of certain terms and enforcement provisions; specifies certain deceptive and fraudulent acts; relates to notification of violations; relates to preclearance of policies by the civil rights bureau or by a designated court; requires notification to the civil rights bureau of actions involving voting rights.
Establishes portable polling locations for early voting; provides that a county board of elections may establish one or more portable polling locations.
Requires that any ballot proposition creating a state debt shall contain an estimate of the amortization period and the total expected debt service payable thereon until the bonds issued pursuant to such proposition are retired; relates to deposits to the tax stabilization reserve fund; provides that at least 10% of any surplus shall be used to pay down state debt.
Prohibits fraudulent absentee ballot drop-off boxes or receptacles by making it a felony for anyone other than the board of elections to erect, display or maintain an absentee ballot drop-off box or receptacle.
