Requires electric companies to provide alternative measures to ensure customers with documented need for essential electricity for medical needs have access to electricity during power outages; requires electric companies to provide generators or lodging for such individuals and transportation for medical devices.
Provides a reimbursement to small businesses and residential consumers of certain utilities for failure to provide contracted services; requires the Long Island power authority to do the same.
Enacts the "disadvantaged communities commitment act"; requires investor-owned energy utilities to collect and publish data on disadvantaged communities in certain service areas and file such statistics with the public service commission.
Enacts the "energy assessment cap and consumer cost relief act" to limit certain surcharge increases; directs studies on costs associated with environmental and energy laws; directs a study on the value of assets and utility gas infrastructure discontinued as a result of laws and regulatory actions; institutes a moratorium on related surcharges, taxes, fees and cost bearing regulations for five years.
Prohibits local governments from prohibiting the construction, installation, or operation of carport-mounted solar energy systems with a nameplate capacity of five megawatts or less, in any non-residential zoning district or mixed commercial and residential zoning district of any such city, town or village, provided however, if the zoning district is a certified agricultural district the agricultural impacts of the projects shall be minimized to the extent practicable.
Directs the public service commission, in consultation with the New York State energy research and development authority, to create an agrivoltaics incentive program to support agrivoltaic projects designed to maximize agricultural and environmental co-benefits.
Enacts the "build to need act" to meet the state's electrification and climate related policy mandates; directs the public service commission to implement a grid planning process; makes related provisions.
Requires the public service commission to determine the cost to ratepayers of rules and regulations issued to comply with the New York state climate leadership and community protection act.
Requires the commissioner create rules, regulations, policies, and procedures for the creation of a resilient electric vehicle charging system pilot program to provide power through an extended outage.
Enacts the bucks for boilers act, which creates a program to aid in transition of housing units to electric heat pumps and other high energy efficiency upgrades.
Establishes the "broadband deployment assistance act"; requires that substantially similar permits for broadband deployment be processed together at the same time and on an expedited basis; defines terms; authorizes municipalities to simultaneously process certain broadband permit applications that are substantially similar.
Requires all newly-constructed electric vehicle charging stations available for public use which are capable of accepting payment to accept all major credit cards.
Provides any entity which leases excavation equipment to the public with the telephone number of the system and a sample or model notice informing lessees of excavation equipment of the system and their responsibilities relating to the protection of underground facilities.
