Provides regulatory control of Internet service providers by the public service commission; requires Internet neutrality; relates to the placement of equipment on utility poles.
Prohibits proceeds from the auction or sale of carbon dioxide emission allowances pursuant to New York's participation in the regional greenhouse gas initiative (RGGI) from being transferred into the state general fund; provides that if such proceeds are transferred to the state general fund, they shall be used for the purposes directed by the RGGI.
Enacts the "renewable energy bill of rights"; declares that each natural person who is a resident of this state has the right to generate, consume and export renewable energy.
Establishes the New York state renewable reclamation projects program to stimulate the development of renewable energy on certain brownfield sites, dormant electric generating sites, and real property.
Directs the state energy planning board to conduct a study of natural gas reliability and to prepare a report on the study's findings and legislative recommendations.
Relates to establishing the furloughed or non-pay federal workers revolving loan program and fund; provides zero percent interest loans to residential electric and natural gas customers who have been either furloughed or designated non-pay federal employees due to a period of a lapse in discretionary appropriations by the federal government in order to assist such customers in paying their electric and gas bills.
Directs the department of state and the public service commission to study and report upon the prevalence of the disclosure by public utilities, cable television companies and cellular telephone service providers to credit reporting agencies of late payments and defaults in payment of fees and charges by consumers.
Relates to instituting internet service neutrality; provides the public service commission with jurisdiction over monitoring broadband internet service providers; requires a certification for internet service neutrality in certain state contracts.
Relates to services provided to residential customers by energy service companies; provides that beginning January 1, 2024, no energy service company shall execute a new contract for generation services with any individual residential retail customer; establishes that this prohibition shall not apply to, or otherwise affect, any government body that aggregates the load of residential retail customers as part of a community choice aggregation program approved by the public service commission.
