Establishes a temporary state commission to be known as the commission on public authority reform to study and investigate reducing the number of public authorities and their subsidiaries in New York state; requires reporting; appropriates $100,000 therefor.
Establishes the New York water authority for the purposes of purchasing, upgrading, and maintaining small private water companies; makes an appropriation therefor.
Creates the federal contract workers assistance program to permit the state to provide loans to certain small businesses affected by the federal government shutdown.
Establishes a temporary state commission to conduct a feasibility study to evaluate and make recommendations concerning the formation and control of a state public bank; provides if such study finds that the state bank is feasible, the commission may recommend legislation to create a state public bank for New York.
Establishes the state financial literacy fund which provides funding for project grants to organizations in order to establish financial capability and financial literacy programs, products content and/or services for at-risk populations in New York.
Requires new construction that includes dedicated off-street parking to provide electric vehicle charging stations and electric vehicle ready parking spaces.
Requires property owners to dedicate certain residential units to rent regulated status following demolition and new construction or substantial renovation.
Requires the department of health to review claims for expenditures for early and periodic screening, diagnosis and treatment and other health services, care and supplies which are furnished to eligible children and pre-school children regardless of whether such children have handicapping conditions, are suspected of having handicapping conditions or have an individualized education plan; requires the department of health to apply for all necessary federal approvals regarding such expenditures.
Establishes a Black youth suicide prevention task force to study the current mental health practices and suicide prevention of Black youth age 5 through 18 years and make recommendations therefor; provides for the number of members, manner of appointment and the topics to be reviewed.
Requires any information or data produced internally or by an outside consultant used by the governor, the division of the budget, the department of health or any other relevant state agency to justify such reduction be made available to elected officials prior to funding reductions for hospitals and nursing homes.
