Requires enhanced federal medical assistance percentage funds be directly shared with the counties and the city of New York; requires the comptroller examine and audit all funds received from the enhanced federal medical assistance percentage and the distributions made to counties and the city of New York.
Expands health care services provided by telehealth to include services delivered through a facility licensed under article twenty-eight of the public health law that is eligible to be designated or has received a designation as a federally qualified health center, including those facilities that are also licensed under article thirty-one or article thirty-two of the mental hygiene law.
Establishes a drug-induced movement disorder screening education program; provides that the department shall develop such program to educate the public about the importance of screening for drug-induced movement disorders, develop and disseminate educational materials for healthcare providers regarding treatment for drug-induced movement disorders, and eliminate bias and reduction of stigma for people living with drug-induced movement disorders related to the treatment of mental health conditions.
Establishes a community-based paramedicine demonstration program to operate with the flexibility authorized under Executive Order Number 4 of 2021, and in the same manner and capacity as currently approved for a period of two years.
Directs the commissioner of health to establish at least 4 maternal-infant care centers in areas of need for infants suffering from drug withdrawal as a result of in utero exposure.
Requires any sponsor of a clinical trial in this state, including but not limited to, a pharmaceutical drug manufacturer, pharmaceutical drug wholesaler, academic medical center, voluntary group, federal agency or health care provider, that applies for a state grant to conduct such clinical trial, to conspicuously post certain information about such clinical trial on the department's website.
Requires a health care provider who administers an immunization to a person nineteen years of age or older to report such information to the department of health or to a regional health information organization unless such person objects to such reporting.
Directs the commissioner of health to conduct an investigation of the department's performance, compliance and enforcement of applicable state laws, rules, regulations, and directives or executive orders, with respect to mitigating the impact of COVID-19 in nursing homes, adult care facilities, and assisted living residences, and to propose a pandemic response plan for future disease outbreaks.
Requires the testing of newborns for spinal muscular atrophy; requires the department of health to educate the public and distribute informational materials on spinal muscular atrophy.
Waives certain requirements of the special supplemental nutrition program for women, infants and children during a state of emergency declared as a result of a public health crisis, including: allowing any unused portions of any monthly allowances to carry over from month to month; increasing the amount of the monetary limit of not less than sixty percent for the purchase of fresh fruit and vegetables.
Requires the commissioner of health to publish certain information relating to home care services usage on the department's website on an annual basis including the number of individuals receiving care, those that have had permanent transfers and aggregated service usage.
