Requires Medicare and Medicaid managed care providers to provide coverage for certain out-of-network health care when the patient has a long term relationship with a medical professional who is not a recurring provider under the managed care provider's network.
Relates to the priority of persons with responsibility to determine the disposition of human remains; provides that persons designated by a member of the military shall have first priority.
Creates a Down syndrome awareness program to provide up-to-date and evidence-based information on Down syndrome to health care providers who order tests for a pregnant woman or infants to screen for Down syndrome.
Requires owners of multiple dwelling properties to develop, implement and distribute smoking policies to current and prospective tenants; requires a posted copy of the smoking policy; requires such policy be incorporated into all written and oral leases and contracts for sale; allows the enforcement officer the power to impose a civil penalty for violations.
Relates to creating the medical professionals across rural New York state student loan repayment fund pilot program for certain participating professionals that make a two year commitment to practice in a tract or county defined by the health resources and services administration as being rural or eligible for a rural health grant.
Relates to the commercial display of human remains; requires the department of health to implement a permit process for anyone displaying human remains for payment or other consideration; exempts remains more than 100 years old, consisting solely of human hair or teeth, part of the ordinary display at a funeral establishment or memorial, an object of religious veneration, consisting solely of bodies transported into and remaining in the state for display prior to the effective date of this section, in the possession of a museum facility or those remains represented by an entity that has displayed human remains in the state for at least three of the last ten years whether or not such display was in operation at the time of the effective date of this article.
Establishes a state Parkinson's disease registry; directs certain health professionals and general hospitals to report instances of Parkinson's disease and Parkinsonisms to the department of health; directs the department of health to create and manage the Parkinson's disease registry; makes related provisions.
Authorizes the commissioner of health to make grants to not-for-profit organizations and elementary, secondary and postsecondary schools to be used to help pay for the costs of conducting local blood drives.
