Prohibits state funding of any college if instructional staff promotes, encourages, advocates or engages in activities on campus in support of a terrorist organization as defined in federal statute.

Prevents certain public institutions of higher education from using the scholastic aptitude test and ACT assessment in the admissions process on and after the two thousand twenty-four--two thousand twenty-five academic year for New York resident applicants; requires SUNY and CUNY to create a new standardized test by the two thousand twenty-eight--two thousand twenty-nine academic year.
Requires manufacturer of nonprescription blood glucose self-testing equipment, devices and supplies to submit to the New York State Board of Pharmacy a comprehensive list of designated suppliers and authorized distributors of nonprescription blood glucose self-testing equipment, devices and supplies; prohibits pharmacists from distributing nonprescription blood glucose self-testing equipment, devices, and supplies or seeking reimbursement therefor when the pharmacist knows or has reason to know that the equipment did not come through an authorized supplier or distributor.
Relates to the practice of acupuncture and the exemption that a person who does not otherwise possess the credentials or qualifications required for the practice of acupuncture may be trained by the National Acupuncture Detoxification Association (NADA), or other equivalent.

Establishes the New York nurse expansion program which provides awards to undergraduate students who are matriculated in an approved undergraduate program leading to a career in nursing at a New York state public or private degree granting institution of higher education.
Mandates that no employee or officer of the university shall determine the specific details of a student's immigration status except when required by federal law, pursuant to a court order or as required in connection with tuition or financial aid eligibility.
