Increases the amount of income eligible for income base reductions in certain tuition assistance program awards for students who have been granted exclusion of parental income and are single with no dependent, or who have a spouse but no other dependent, for income tax purposes.
Establishes an Asian American Native Hawaiian Pacific Islander (AANHPI) leadership institute within the state university of New York as an initiative for Asian American Native Hawaiian Pacific Islander (AANHPI) leaders in higher education with a mission to retain and grow from within SUNY a greater proportion of Asian American Native Hawaiian Pacific Islander (AANHPI) professionals at SUNY campuses; creates an eight member advisory council.

Relates to requirements for licensure of mental health counselors and marriage and family therapists and providing mental health counselors and marriage and family therapists authority to give diagnosis.
Requires the boards of trustees of SUNY and CUNY to adopt policies requiring institutions thereof to grant course credit to students who serve as election inspectors, poll clerks, or election coordinators.
Establishes the NYS Employee Loan Forgiveness Program; provides that individuals employed by a state employer for 5 years or more with outstanding loan debt are eligible to receive $5,000 per year.
Extends scholarship eligibility for certain scholarships to students who have a certificate of graduation from a recognized high school within New York state from the two thousand thirteen--fourteen school year or after, or the recognized equivalent of such certificate, or received a passing score on a federally approved ability to benefit test that has been identified by the board of regents as satisfying the eligibility requirements and has been independently administered and evaluated as defined by the commissioner of education.

Adopts the PA licensure compact to enhance the portability of a physician assistant license between participating states while safeguarding the safety of patients.
Adopts the Interstate Massage Compact to support the mobility of licensed massage therapists by creating an additional licensing pathway to create reciprocity among participant states and reduce the barriers to license portability.
Prohibits the higher education services corporation from seeking recovery of awards made in error during certain academic years due to administrative error.
