Authorizes the state university of New York at Stony Brook to lease certain lands for the purpose of developing a facility to support research and development to address the national semiconductor chip shortage and related environmental sustainability issues.
Requires the city university of New York and state university of New York have education programs for prospective teachers, administrators, and counselors for teaching immigrant-origin students that promotes diversity, equity and inclusion, and is multilingual.
Provides that certain persons who are not residents of the state but who have resided in the state for a certain period of time and meet certain criteria shall be eligible for in-state tuition rates.
Expands the eligibility period for indigent legal service attorneys to receive certain loan forgiveness; increases loan reimbursement for certain attorneys who work in legal services with indigent clients.
Relates to powers and duties of trustees; provides for in state tuition rates for active and retired military members enrolled in any state-operated institution of the state university, whether or not a resident of the state.

Provides for temporary authorization of certain registered nurses and licensed practical nurses to practice at children's camps between June fifteenth and September fifteenth of each year.
