Establishes the infill housing pilot program in the city of Buffalo which shall provide capital subsidies for the purpose of building two thousand one- to two- family housing units.
Establishes the rental improvement fund pilot program to provide capital grants to small landlords to renovate rental units in certain cities; creates the rental improvement fund.
Establishes standards for the reuse of deconstructed building materials; requires the uniform building code to set standards for the use of solid-sawn lumber in construction and for the grading of used solid-sawn lumber; requires the secretary of state to develop a program for grading reclaimed wood for structural purposes.
Prohibits the imposition of any surcharge for the installation or use of a tenant-installed appliance where the tenant pays for electric utility service.
Increases the maximum qualifying income for the senior citizen homeowner's exemption and the disabled homeowner's exemption to $70,000 in the city of New York.
Relates to the language which must be included in mortgage foreclosure notices; requires lenders, assignees, and mortgage loan servicers to evidence strict compliance with such notice requirements as pertinent.
Requires owner of a multiple dwelling to procure and maintain fire insurance on such multiple dwelling in the amount of the full cost to replace such multiple dwelling; requires owners of multiple dwellings to use insurance proceeds to replace such multiple dwellings; deems void provisions in other documents which are contrary to such insurance requirement; provides that failure to comply with such provisions shall constitute a misdemeanor; gives tenants a right to resume occupancy upon restoration of such multiple dwelling.
Prohibits naming dependent children under the age of 18 living in the same household with a parent or guardian in petitions to recover possession of real property and eviction warrants; seals any records pertaining to dependent children under the age of 18 living in the same household with a parent or guardian who were residing on or removed from such property.
Provides that certain charitable and non-profit institutions shall not have the right to refuse to renew a lease of any current or future tenant occupying housing accommodations owned by such institution except where specifically authorized by law.
Facilitates conversion of commercial buildings to residential uses in New York city (Part A); authorizes exemptions from real property taxation of certain multiple dwellings converted from commercial use in New York city that include affordable housing (Part B); relates to exemptions of eligible newly constructed rental multiple dwellings or conversions to rental multiple dwellings in villages, towns, and cities other than New York city (Part C).
