Modifies the cap on the registration fee for the registration of residential mortgages in default which may be imposed by a local law, ordinance or resolution.
Authorizes the commissioner of housing and community renewal to maintain a housing registry of accessible or adaptable housing for the disabled called "Access-New York"; provides that certain owners shall provide certain information in relation to "Access-New York"; establishes a special advisory review panel to assist the commissioner in performance of duties of "Access-New York".
Requires public residential buildings that receive funding through the department of housing and urban development or the division of housing and community renewal to have a supply of at least one dose of naloxone readily accessible for residential use as provided by OASAS.
Prohibits the adjustment of maximum allowable rent where any modification, increase or improvement is made to accommodate the needs of a disabled tenant; defines disabled tenant.
Enacts the "protection against unfair section 8 evictions (P.A.U.S.E.) act"; provides that in any case of public assistance where the municipality or section 8 refuses to pay the required portion of rent under any state, local or federal subsidy program due to building code violations or violations of the warranty of habitability pursuant to section two hundred thirty-five-b of the real property law, the tenant or lawful occupant of a dwelling shall not be required to pay his or her share under any state, local or federal subsidy program and shall not be subject to eviction summary proceedings for non-payment of rent or supplemental rent.
Enacts the "fair addition in rental (F.A.I.R) leases act"; authorizes a tenant to add dwelling occupants to residential dwelling or housing accommodation leases upon request of the lease holder; if such occupant is at least 18 years old; and such occupant provides proof of currently residing in such dwelling; prohibits a landlord from increasing the rent or imposing a fee for the purpose of adding occupants to the lease.
Expands the right to seek the appointment of administrators of buildings to tenants and local governments throughout the state and to make procedures conform with realities of housing stock throughout the state.
Requires that release mechanism standards be developed by the state fire prevention and building code council based on internationally recognized standards.
Enacts the "faith-based affordable housing act" for development on residential land; defines terms; provides that each village, town, and city shall allow the construction and occupation of residential buildings on any covered site up to the specified densities; provides that all residential buildings constructed pursuant to this section in a town, village, or city with fewer than one million inhabitants shall set aside twenty percent of the residential floor area for households earning an average of eighty percent of area median income; outlines the densities for New York city; makes related provisions.
Establishes an optional local tax exemption for affordable multi-family housing, to be implemented by cities, towns and villages based on recommendations developed by the division of housing and community renewal for each economic development region.
Requires DHCR to develop a common application and web portal for certain funding, tax credits, loans, and grants for housing; requires such application to be available upon request from relevant state agencies; requires such web portal to be manageable by relevant state agencies; makes relevant provisions.
Provides for an exemption from real property taxation of certain multiple dwellings in certain municipalities for affordable housing from commercial conversions.
