Extends the provisions relating to the New York state thoroughbred breeding and development fund until twelve years after the commencement of the operation of a video lottery terminal facility at Aqueduct racetrack.
Specifies who can operate a handicapping tournament; requires handicapping tournament operators to distribute no less than eighty percent of entry fees as prizes to the winners of a handicapping tournament; requires that five percent of the portion of the gross revenue collected by an operator on handicapping tournament entry fees from New York participants that is not distributed as prizes to the winners of a tournament be distributed quarterly by such operator to the horsemen's organization for welfare and medical plans for regularly employed backstretch employees.
Amends the definition of sports wager to include other things of value; changes the licensing requirement for mobile sports wagering operators; provides the state shall by no later than January 31, 2024 have fourteen operators and by January 31, 2025 have sixteen operators; provides tax rates shall be determined based on the number of operators.
Relates to limits on the slot machine tax rate, and to disposition of gaming revenues at a vendor track located within Oneida county within fifteen miles of a Native American class III gaming facility.
Permits a potential lottery winner who lost their ticket to claim the winning amount provided that such person shows the lottery agency documentary proof of purchase of the winning ticket within one year of the winning date.
Relates to issuing temporary permits to certain fantasy sports operators that were not offering contests to persons located in New York prior to November 10, 2015.
Relates to the tax on gaming revenues in region five of zone two and to the tax rates on certain facilities within the Tioga county portion of such region; adds additional vendor fees for a certain track located within Oneida county; extends the effectiveness of such additional vendor fees.
Relates to horsemen's health, welfare, pension and administrative benefits for harness racing licensees in the absence of contractual obligations; requires that in the absence of a contract between the licensed harness racing corporation or association and the representative horsemen's organization, the state gaming commission shall as a condition of racing require an association or corporation to withhold and pay eight percent of all unpaid and existing monies and to pay such sum to the horsemen's organization quarterly at facilities located in Westchester and Nassau county.
