Provides for the establishment of school speed limits of not less than fifteen miles per hour by the legislative body of any county or, if so delegated, by the legislative body of any locality within said county on a portion of a state highway, county or town road passing a school building.
Enacts "Charlotte's Law"; relates to the permanent termination of licenses of persistent vehicle and traffic law violators who have been convicted of certain violations three times in a 25 year period.
Relates to proof required for application of the distinguishing mark on veterans driver's licenses and non-driver IDs; conforms to federal law including National Guard members and reservists with 20 years of service as veterans.
Provides that the department of transportation shall not prohibit concealed carry firearms at state rest and parking areas and scenic overlooks by persons with a valid permit to carry concealed.
Requires any proposed increase in fares by the metropolitan commuter transportation authority shall be submitted to the comptroller for approval before such fare increase takes effect; requires the metropolitan commuter transportation authority to submit a report to the comptroller which includes a justification for such proposed fare increase and the current financial condition of such authority.
Renames the Governor Mario M. Cuomo bridge the Governor Mario M. Cuomo Tappan Zee bridge; directs the commissioner of transportation to provide for the installation and maintenance of adequate signing of the state highway system.
Provides that the fines for traffic infractions and traffic misdemeanors committed in a school traffic control zone are doubled; requires such zones to be marked by a traffic light or stop sign.
Provides for indexing of certain appropriations; provides that on and after January first, two thousand twenty-five and on each following January first, the commissioner shall index the level of such appropriations for subsequent state fiscal years based on the national highway construction cost index for the most recent twelve month period; provides that the commissioner shall increase appropriations by the rate of inflation for the most recent twelve month period that is available at the time the adjusted rate is calculated and announced using the national highway construction cost index, or a successor index as calculated by the United States federal highway administration, if such rate of inflation is greater than zero percent.
Designates a portion of the state highway system as the "Firefighter Peyton L. S. Morse Memorial Highway" in the hamlet of La Fargeville, town of Orleans, Jefferson county.
Prohibits municipalities from transferring primary investigating authority of vehicle collisions that result in serious injury or death from the police to a non-law enforcement agency.
Requires a notice to be provided when selling a helicopter which contains all incidents reported within the past ten years by the national transportation safety bureau or the federal aviation administration involving the make and model, or a substantially similar make and model, of such helicopter.
