Prohibits the operation of NYC transit authority subways or trains without at least one conductor on board; requires a conductor on any subway or train operated by such authority whenever the subway or train has more than two cars attached to the engine.
Requires trucks to utilize commercial GPS designed for use by a commercial vehicle which is able to provide audible and visual warnings when the truck is on a route where the height, weight, width, or length of the truck exceeds the limitations of such route when operating on public highways in the state.
Changes the start date of the operation and enforcement of the central business district tolling program from no earlier than December thirty-first, two thousand twenty to no earlier than January first, two thousand twenty-nine.
Requires a holder of a class DJ or class MJ learner's permit, while operating a vehicle, to display a sign indicating that such vehicle is being driven by a new driver; authorizes the commissioner to create the form and distribution for such sign upon the issuance of the learner's permit.
Alters penalties for individuals, corporations, companies, and associations that violate rules and regulations related to braking systems, steering components, coupling devices, and the transportation of hazardous materials; makes related provisions.
Directs the department of transportation to conduct a traffic and planning study on the feasibility of transforming the Harriman campus in connection with the relocation of the Wadsworth Laboratory at Harriman; directs a report on the findings of such study to be delivered within one year of effectiveness.
Designates a portion of the state highway system as the "Port Authority Police Officer Pavlos D. Pallas Memorial Bridge" located in the neighborhood of East Elmhurst, Queens County.
Requires a police officer to provide the consequences of refusal to submit to a chemical test for the purpose of determining the alcoholic and/or drug content of the blood, both orally and in writing in such person's preferred language, and by an interpreter if necessary.
Increases penalties for violation of overtaking and passing a school bus; allows permissive suspension of a driver's license for up to six months for such violation; creates the crime of vehicular manslaughter in the third degree.
Provides that all passengers of school buses must wear seat belts; exempts school bus attendants and others acting in a supervisory capacity from such requirement; requires that drivers announce "Everybody fasten your seat belts" before a school bus is placed in motion; empowers the commissioner of education to enforce such provisions; assigns a school bus attendant to each special needs student unable to comply with the seat belt requirement.
