Requires the cost or estimated cost of repairs for any motor vehicle damaged in such accident, or if a motor vehicle involved in such accident incurred no damage then a notation of such fact to be included in accident reports and for such information to be disclosed in reports made by motor vehicle condition reporting agencies.
Requires the department of transportation to provide a list of legal clearance heights for bridges to owners or operators of trucks, commercial vehicles, tractors, tractor-trailer combinations, tractor-semitrailer combinations, or tractor-trailer-semitrailer combinations.
Increases the maximum amount of fines for parking violations from fifty dollars to sixty-five dollars for a first violation, eighty-five dollars for a second parking violation, and one hundred dollars for each subsequent violation.
Imposes certain restrictions on catalytic converters; requires all vehicle catalytic converters to be indelibly marked or engraved with a readily observable unique serial number; provides a reduction in premium charges for certain motor vehicle liability, comprehensive and collision insurance rates with respect to automobiles equipped with a catalytic converter which contains such unique marking or engraving.
Designates a portion of the state highway system including the bridge on the South Service Road, between Federal Circle and Perimeter Road Overpass, crossing over the Van Wyck Expressway in Jamaica as the "Port Authority Police Officer William J. Leahy Memorial Bridge".

Limits the Triborough bridge and tunnel authority with regard to the number of tolls charged on trucks and the authority's power to raise its toll schedule.
Enacts the "get congestion pricing right act"; directs the MTA to allocate $45 million to the MTA's bus system to increase frequency and reliability; directs the MTA to allocate $45 million to expand the fare-free bus pilot program within NYC; requires reporting on such investments.
