Creates a New York state route 878, Nassau Expressway study to evaluate the costs of completing the construction of state route 878 in Nassau and Queens counties; makes related provisions.
Authorizes a study of the traffic conditions in the incorporated village of Cedarhurst and its immediate boundaries, thoroughfares, county and state roads.
Allows current, active and retired military service members and reserve units of the state to qualify for distinctive license plates; allows the spouse to also qualify for such distinctive plates.
Authorizes the commissioner of motor vehicles to establish a pilot program to evaluate the use of optional mobile or digital alternatives to driver's licenses and non-driver identification cards if specified requirements are met; provides for the repeal of such provisions upon the expiration thereof.
Relates to directing the department of motor vehicles to issue New York drivers' licenses to individuals holding a valid or recently expired driver's license from certain Caribbean countries.
Provides that no toll may be established, charged and collected on any vehicle entering the central business district in any calendar year for the first twelve times; provided, however, on and after entering the central business district for the thirteenth time, a toll shall be charged and collected on such vehicle.
Directs the metropolitan transportation authority to study and report on potentially hazardous structures and storage areas under elevated train tracks, and its commuter notification system.
Establishes used motor vehicle dealer training programs to educate dealers on topics such as consumer protection and sales and use tax collection; permits trade organizations to apply to conduct training programs.
Enacts the "all electric ATVs act"; requires a study to be conducted on the feasibility of installing electric ATV charging stations along all state-maintained trails where use of ATVs is permitted, with the goal to have 100% all electric ATVs within the state by 2035; increases the weight limit of ATVs to 2 thousand pounds dry weight; amends fee schedules for registration of ATVs; directs a portion of funds collected from registration of electric ATVs to be donated to the federal EPA.
Provides that no person operating or controlling any Class I railroad or Class II railroad shall allow the operation of any railroad train or locomotive for the movement of hazardous materials unless such railroad train or locomotive has a crew of not less than two individuals.
Relates to the submission of a twenty-year capital needs assessment to the metropolitan transportation authority capital program review board; provides that such assessment shall be adopted by not less than a majority of members of the authority in the office, except in the event of a tie.
Authorizes the town of Montague in Lewis county to designate certain town roads as low-volume roads and certain low-volume roads as minimum maintenance roads.
