Designates the Tuckahoe Road overpass above the Sprain Brook Parkway in the city of Yonkers, county of Westchester as the "Detective Sergeant Frank Gualdino Memorial Bridge".
Designates the bridge crossing over the Chaumont river on state route 12E in the village of Chaumont, county of Jefferson, as the "Michael J. Finerson Memorial Bridge".
Relates to the regulation of bicycles with electric assist and electric scooters; requires license plates for bicycles with electric assist and electric scooters (Part A); requires liability insurance for bicycles with electric assist and electric scooters in cities having a population of one million or more (Part B); establishes a bicycle with electric assist and electric scooter operator's safety manual and licensing requirement (Part C).
Provides that in the design, construction, maintenance, or renovation of any transit facility, transportation facility, or equipment of the metropolitan transportation authority, work shall take place over a continuous period of time until such point at which the project has been completed.

Establishes a bicycle and pedestrian planning assistance program within the department of transportation to provide county and municipal governments with planning assistance for locally driven projects and activities that lead to bicycle and pedestrian friendly infrastructure; establishes criteria for approval for assistance under such program.
Requires the department of transportation to develop an updated New York state bicycle and pedestrian plan adapted from the department's nineteen hundred ninety-seven New York state bicycle and pedestrian plan, to be re-evaluated and updated every five years.
