Directs the metropolitan transportation authority to contract with a certified public accounting firm for the conducting of an independent forensic audit of such authority.
Directs the commissioner of motor vehicles to establish a yellow dot program under which the medical and emergency contact information of the occupants, aged 55 or older, of a motor vehicle is available to emergency personnel in the glove compartment.
Increases the membership of the metropolitan transportation authority from sixteen to seventeen members; provides for the appointment for one member from each of New York City's boroughs on the written recommendation of the mayor of New York City.

Authorizes a parking permit system for park-and-rides in the borough of Staten Island in the city of New York; requires residents of Staten Island to receive a permit free of charge and out-of-state residents to pay an annual fee for such permit.
Authorizes the impoundment of vehicles operated by intoxicated or impaired persons; authorizes the release of impounded vehicles to owners of such vehicles if certain criteria is met; authorizes a reasonable fee for towing and storage of such vehicles.
Requires the addition of fog lines on all state highways and other public ways under the jurisdiction of the department of transportation when such highway or public way is repaved.
