Adds cargo bicycles with electric assist to the types of bicycles with electric assist regulated under the vehicle and traffic law; provides that no person shall operate a cargo bicycle with electric assist unless it is accompanied by proof of financial security unless otherwise authorized by local law, ordinance, order, rule, or regulation or pursuant to an agreement made on behalf of the city, town, or village.
Provides for distinctive license plates for gold star family members; eliminates the registration fee for gold star mother and gold star family member distinctive license plates.
Requires the display of a bus driver's credentials prominently while he or she is on duty and changes the review of his or her files by the department from every three years to annually.
Relates to distinctive license plates issued to gold star mothers; permits gold star mothers to retain one keepsake plate as a commemorative item after distinctive plates are surrendered.
Authorizes variable message signs placed within the right of way of highways to display certain voting related communications; provides that no such communications shall be displayed if advised by the United States Department of Transportation or any of its agencies that the display of such information will interfere with federal law or regulation or result in the reduction of federal aid highway funds.
Requires the MTA to hold hearings in each county affected by proposed fare increases, major reductions of transportation and/or major service changes; does not apply to standard seasonal or holiday adjustments, temporary changes due to routine maintenance and/or temporary changes in response to emergency situations; requires the authority to hold a hearing in each county of a service area that is affected by the proposed change(s) in fares or services, provided that such hearings be limited to one hearing per calendar day.
Requires a lighted lamp on the front and rear of every bicycle and a red reflector securely attached to the rear in a size and type as approved by the commissioner.
Requires the Long Island Rail Road, the Metro-North Commuter Railroad Company, and the New York City Transit Authority establish a no fare program for the transportation of certain active duty, uniform police officers.
Relates to establishing speed limits in cities with populations in excess of one million people by easing restrictions so cities can establish speed limits below twenty miles per hour.
