Requires a place of entertainment to establish emergency preparedness plans; defines "emergency preparedness plan" to mean any fire safety or evacuation plan required by the most recent fire code adopted by the state; makes related provisions.
Authorizes the governor's disaster emergency production powers by allowing the prioritization of certain contracts and the allocation of materials and services; permits the restriction of certain accumulations to promote the health, safety and general welfare of the state.
Establishes the community disaster relief and recovery act which will create an emergency assistance program for undocumented individuals impacted by a natural disaster.
Relates to certificates of honorable separation from or service in the armed forces of the United States; provides that such certificates shall be forwarded to the appropriate local veterans' service agency within 60 days of receipt.
Authorizes municipalities to offer a real property tax exemption for property owned by certain persons performing active duty in a combat zone in an amount to the extent of fifteen percent of the assessed value of the real property, but shall not exceed twelve thousand dollars.
Authorizes a veteran's close friend or family who is reasonably familiar with such veteran's wishes to request that such veteran be buried in a state veterans' cemetery.
Provides eligibility for a real property tax exemption for current or retired military reservists based on participation in formal training activities.
Allows for the governor to create a period of enhanced penalties during a disaster; creates enhanced penalties for certain disaster related crimes during public emergencies.
Requires the department of veterans' services to provide legal and/or technical support to veterans who want to change such veteran's discharged status to honorable because such person was dishonorably or administratively discharged from the armed services due to sexual orientation.
