Provides that individuals requesting and obtaining a veteran notation on such individual's driver's license or non-driver identification card shall be advised that the department of veterans' services and local veterans' service agencies provide assistance to veterans regarding benefits under federal and state law.
Requires that the state system for warning populations who are or may be endangered includes audible alerts for all announcements to ensure that information in accessible to visually impaired individuals.
Provides that any system for warning populations who are or may be endangered and for rapid and effective communication for any New York emergency alert notification shall occur within thirty minutes, or as soon as practicable thereafter.
Establishes the "New York state veterans cemetery act"; directs the division to conduct an investigation and study on the issue of the establishment of a New York state veterans cemetery funding program.
Provides that the attorney general, in consultation with the adjutant general and the chairman of the board of trustees of the New York interest on lawyer account fund, establish a military pro bono program to provide legal assistance without charge to those in active military service of the United States and those military personnel who have been deployed for active duty other than training, and their family members domiciled or stationed in the state; makes related provisions.
Ensures that certain members of the New York Air National Guard, New York Army National Guard, New York Naval Militia, and New York Guard who participated in World Trade Center rescue, recovery, or cleanup operations are honored for their service and afforded veteran status under New York state law.
Relates to certain veterans; entitles them to 10 additional competitive civil service exam points if they are disabled; entitles them to 5 additional competitive civil service exam points if they are non-disabled and if they received certain medals or ribbons.

Establishes the "Vets to Vollies" program which encourages veterans or discharged military personnel to join their local fire department and emergency medical service agency.
Includes the Space Force as being members of the armed forces or veterans eligible for certain credits and benefits that are available to other active and veteran members of the armed forces.
